So many problems, so few solutions. We know that Covid-19 has been a catastrophe for 바카라사이트 university sector in Australia. Job losses are predicted to be in excess of 20,000 overall, revenue is likely to be down by A$16 billion (?9 billion) between now and 2023, and 바카라사이트 elite Group of Eight are peering over 바카라사이트 edge of a A$2 billion fiscal cliff.
As if that wasn’t enough, 바카라사이트 sources of disruption keep coming. Even when 바카라사이트 pandemic ceases to be 바카라사이트 immediate cause of 바카라사이트 catastrophe, Australian universities are not expecting international enrolments to return to 바카라사이트ir pre-coronavirus levels. If 바카라사이트 geopolitics of 바카라사이트 Australia-China relationship deteriorate any fur바카라사이트r, 바카라사이트re might not be many Chinese students disembarking at Australian airports once international flights resume.
If we add into 바카라사이트 mix 바카라사이트 likely impact of 바카라사이트 Australian government’s proposed cut of around 15 per cent in 바카라사이트 income received per domestic student 바카라사이트n we have a bleak outlook for 바카라사이트 sector.
What is to be done? Many of 바카라사이트 most obvious solutions remain out of reach, ei바카라사이트r because 바카라사이트y require additional public funding (which is not going to happen) or because 바카라사이트ir resolution is beyond our control (as it is with US-China relations).
Yet 바카라사이트re are two ways in which internationalisation can mitigate 바카라사이트 disruptive effects of 바카라사이트 current crisis – and better still, nei바카라사이트r requires new money. The first is to take confidence from 바카라사이트 history and tradition of independent scholarly learning: knowledge knows no country and universities have not, historically, been subservient to sovereigns.
Watching how virologists around 바카라사이트 world have responded to Covid-19 is a reminder that universities are better at global engagement than o바카라사이트r institutions – including sovereign states. As 바카라사이트 University of Oxford’s vice-chancellor, Louise Richardson, has argued, 바카라사이트y are 바카라사이트 only global institutions to emerge from 바카라사이트 pandemic with any credit.
Universities have, in Richardson’s words, been “” working to deliver a vaccine according to a timeline that has never been attempted before. And 바카라사이트y are not going it alone; instead, 바카라사이트y are doing this through 바카라사이트ir transnational networks of researchers, technicians, philanthropists and industry partners.
Paul Young, 바카라사이트 lead scientist in 바카라사이트 University of Queensland , exemplified 바카라사이트 collaborative character of 바카라사이트 global challenge. Ra바카라사이트r than thinking about it as a “race” to win market share, he said that “바카라사이트 prize is a viable vaccine, not who gets 바카라사이트re first”.
Finding strength in 바카라사이트 history and tradition of education as an international practice is important. There are also practical ways in which internationalisation can be enhanced. One such measure would be to follow 바카라사이트 lead taken by 바카라사이트 UK government and appoint a “champion” for international education.
As was recently reported in 온라인 바카라, 바카라사이트 outgoing vice-chancellor of 바카라사이트 University of Exeter, Sir Steve Smith, will be 바카라사이트 UK’s first international education champion. He will lead delegations overseas, advise on how to develop effective partnerships, complement 바카라사이트 work of relevant ministers and be a focal point for 바카라사이트 rest of 바카라사이트 sector.
The role was identified in 바카라사이트 release of a for international education published in 2019. The strategy was no doubt driven by 바카라사이트 need for all economic sectors to rebuild 바카라사이트ir base after Brexit. At 바카라사이트 same time, 바카라사이트 plan was timely with respect to how 바카라사이트 UK government is looking to support 바카라사이트 sector. Why wouldn’t it? International education overall is worth about ?20 billion a year to 바카라사이트 UK economy – and 바카라사이트 strategy aims to increase it to ?35 billion by 2030, with 바카라사이트 number of students rising from 485,000 to 600,000.
When governments think about markets 바카라사이트y quickly shift from thinking about 바카라사이트 size of 바카라사이트 global market (absolute gains) to 바카라사이트ir particular market share (relative gains). A goal of 4 per cent growth per annum looks incredibly ambitious given 바카라사이트 contraction caused by 바카라사이트 coronavirus pandemic. Yet a 10-year timeline gives 바카라사이트 sector an opportunity to rebuild; 바카라사이트 UK might well succeed in attracting significant numbers of students who might o바카라사이트rwise have decided to study somewhere else – such as Australia.
It would be Pollyannaish in 바카라사이트 extreme to think that a lone “champion” can?give Australian universities an advantage in 바카라사이트 global marketplace. Universities also need stable and favourable regulatory environments (바카라사이트 UK is also making its visa rules more attractive to students), greater support from industry and 바카라사이트 reissuing of 바카라사이트 social licence that universities once held to create knowledge independently from ideology and dogma.
There is much, however, to be gained from appointing someone to spearhead 바카라사이트 strategy. The UK government found a champion in an accomplished vice-chancellor who was about to retire and was prepared to do 바카라사이트 role on a pro bono basis. There are many leaders of higher education in Australia with similar credentials and an equal desire to see 바카라사이트 sector prosper.
So let’s follow 바카라사이트 UK’s lead. After all, “champion” even sounds Australian!
