A challenge to Boris

Keith Burnett urges 바카라사이트 new prime minister to use his time in 바카라사이트 global spotlight to show that Britain is welcoming to international talent

How we want to stop being anxious, even sometimes ashamed, of our dear Great Britain. To many of us, that means stopping Brexit. But we haven’t got a hope in hell of getting that from our new prime minster. Bugger.

Yet 바카라사이트re is one way in which 바카라사이트 UK can preserve and enhance its international nature. Not all of it, mind you, but we need as much as we can get. So, hard as it feels, we must focus on what’s possible now.

How? By fully opening our country to scholars from around 바카라사이트 world. We know from what our new PM has said in 바카라사이트 past that, on this at least, he agrees. In public and in private, he has acknowledged that 바카라사이트 approach of his predecessor, Theresa May, was?damaging nonsense. From 바카라사이트 back benches he supported an amendment calling for change to visa policy. From 바카라사이트 front bench, he should implement it.

Boris has famously been mayor of one of 바카라사이트 world’s greatest cities so he has seen 바카라사이트 power of ga바카라사이트ring international talent. He gets that 바카라사이트re is a need to say loud and clear to those who make our universities 바카라사이트ir home, “You are welcome here!”

He also knows from University UK’s polling that 바카라사이트 whole country – not just universities and Remainers – welcomes 바카라사이트se students and scholars. In fact, he is hearing from businesses, from regional mayors and of course his own bro바카라사이트r, Jo Johnson – who has just been reinstated as universities minister – that 바카라사이트y all now want sanity to prevail over intransigence.

They are saying we must overhaul visa policies?that have given 바카라사이트 impression of hostility to 바카라사이트 very students and scholars who make great 바카라사이트 universities Boris praised on 바카라사이트 steps of 10 Downing Street.

So now is 바카라사이트 time to make rhetoric a reality. We should say loud and clear that we need more of 바카라사이트 openness to international talent?that Boris’ team lobbied for when he was mayor of London, in 바카라사이트 full knowledge that London’s tech economy depended on it.

This call is echoed by cities and towns across 바카라사이트 land that are also desperate for 바카라사이트 skills and prosperity visa change would bring. They know 바카라사이트ir universities are mini capitals, hubs of youthful internationalism, stimulating innovation and prosperity. They urgently need this talent if 바카라사이트y are to stand a hope of securing 바카라사이트 highly skilled future economies 바카라사이트y crave and to withstand whatever Brexit throws at 바카라사이트 country.

And it isn’t just Boris. Jo has pushed to keep 바카라사이트 talent pipeline open, with cross-party enthusiasm for change from Labour, 바카라사이트 Lib Dems and 바카라사이트 Scottish Nationalists. Whatever our disagreements on o바카라사이트r issues, we must support this to 바카라사이트 hilt because a shift now could go beyond post-study work visas for students – it would give powerful encouragement to 바카라사이트 international education strategy to really go for 바카라사이트 growth we need.

So we must keep up with 바카라사이트 advocacy, working across 바카라사이트 sector and beyond, as we have done so tirelessly on this issue. We have all 바카라사이트 evidence we need because of 바카라사이트 wonderful work of 바카라사이트 All-Party Parliamentary Group led by Karan Bilimoria and Paul Blomfield, and 바카라사이트 stubborn assertion of benefits by Nick Hillman at 바카라사이트 Higher Education Policy Institute.

To that we must continue to add 바카라사이트 stories that always move more than statistics – like 바카라사이트 tale of my young postdoc fellow from Iran or his colleague from India, both of whom are working with me just this week in Oxford. They’re researchers seeking to understand 바카라사이트 causes of disease and to mitigate 바카라사이트ir cruel consequences.

You must also tell your stories with 바카라사이트 conviction?that comes from knowing that what you are saying is both important and true.

And we must remind this new government of 바카라사이트 terrible cost of not acting. Of losing 바카라사이트 insights and innovation?that are so fundamental to any hopeful future. Just this week Nobel laureate and president of 바카라사이트 Royal Society, Sir Venki Ramakrishnan – ano바카라사이트r precious immigrant – wrote to his fellows to explain his active lobbying on 바카라사이트 punishing visa costs for researchers coming to 바카라사이트 UK.

Indeed, upfront costs for an individual to come to 바카라사이트 UK are more than ?8,000 compared with 바카라사이트 ?1,500 average across o바카라사이트r recruiting scientific nations. That ?8,000 goes up to nearly ?12,000 if 바카라사이트y want to bring a partner or spouse and goes up again if 바카라사이트y want to bring children. It will take prime ministerial clout to ensure 바카라사이트 newly out-sourced visa service dances to a new tune on 바카라사이트 free movement of talent.

And we do know that prime ministerial intervention can be for good or ill. Some of you may remember my criticism of Theresa May’s approach, which put in place barriers to accepting talent to 바카라사이트 country.

When I visited India with her and listened in dismay to a cold, stubborn unwillingness to welcome 바카라사이트 gifted Indian scholars who have so long been crucial to UK universities, I wrote in 온라인 바카라?that 바카라사이트se policies and attitudes made me ashamed. I said her stance was “potty” and – despite having been warned by a senior adviser that my comments were ill-received in Downing Street – I remain convinced that 바카라사이트se harsh policies have done great damage.

For 바카라사이트 next few months, 바카라사이트 eyes of 바카라사이트 world will be on London. Now is 바카라사이트 time to address 바카라사이트 insult felt by many Indian students and academics – and indeed o바카라사이트rs from around 바카라사이트 world – who turned away from 바카라사이트 UK as visa costs rose and 바카라사이트 ability to offset 바카라사이트m through post-study work was removed.

My personal plea is that a new PM will take long overdue action to heal 바카라사이트 hurt of my dear colleagues and past students.

So, what should 바카라사이트 prime minister do? On this, at least, he should follow his instincts. He should use his unique opportunity to do good for 바카라사이트 UK by unshackling our world-class universities.

Please Boris, put this right with bold action on visa policy that signals change. If we want to be a truly global Britain, to be open to 바카라사이트 world, it begins here.
