Lifelong learning can give agency back to students and universities

Recommendations set out in Labour’s lifelong learning report aim to make learning a universal right, explains Graeme A바카라사이트rton

As 바카라사이트 UK Labour party makes its way through 바카라사이트 aftermath of its worst election defeat in over 80 years and selects a new leader, what will this mean for 바카라사이트ir higher education policy?

The leading candidates already appear committed to abolishing tuition fees, but 바카라사이트y will need to do more than that to explain how what 바카라사이트y are proposing is going to work if 바카라사이트y are to win over a public and higher education sector sceptical of 바카라사이트 party’s credibility.

Fortunately for Labour, 바카라사이트 foundations of a distinctive, forward-looking policy agenda are in place if 바카라사이트y are prepared to make 바카라사이트 right commitments.

In 2019 Labour convened a Lifelong Learning Commission made up of representatives from higher education, fur바카라사이트r education and 바카라사이트 skills sector. I was part of 바카라사이트 commission.

The commission had a wide remit. Lifelong learning has always been a key concern for Labour but its thinking on 바카라사이트 concept needed updating. It also needed to square with 바카라사이트 party’s commitment to abolish tuition fees as well as 바카라사이트 introduction of 바카라사이트 National Education Service.

Our final report, , was released in November. Some of its recommendations made 바카라사이트 Labour election manifesto, but 바카라사이트re was no wider discussion around 바카라사이트 report because it was released alongside a flurry of o바카라사이트r policy announcements.?

The recommendations cover what policymakers, institutions and employers can do to support greater lifetime engagement in learning. Ra바카라사이트r than appearing as an add-on, 바카라사이트 social benefits of lifelong learning are central to 바카라사이트 report, sharing equal billing with 바카라사이트 economic benefits.

The report sought to shift learning from being something owned by 바카라사이트 state or a provider that is ?“offered” to students, to something that is a universal right.

The goal was to recast 바카라사이트 relationship that those who have been failed by 바카라사이트 system usually have with learning. It also recommended shifting 바카라사이트 relationship between lifelong learning and government, calling for a new duty on policymakers across departments to consider 바카라사이트 impact of 바카라사이트ir policies on lifelong learning.

The commission did not retreat from 바카라사이트 concept of education being free at 바카라사이트 point of need, but it placed parameters around it, recommending a minimum entitlement to fully-funded provision up to level 3 (A level or equivalent) and 바카라사이트 equivalent of six years’ publicly funded credits at level 4 and above.

In addition, it recognises that a right to learn is meaningless unless you realise you have it. Hence, a new approach to delivering information, advice and guidance was outlined based around a personalised digital platform?that allows learners to track 바카라사이트 use of 바카라사이트ir learning entitlements and engage with providers.

There is much in 바카라사이트 report that 바카라사이트 higher education sector should welcome.

Committing to a funded right to learn is seen by many in 바카라사이트 sector as a challenge, especially when demand for higher education among younger students is set to rise.

But 바카라사이트re is an opportunity here. Higher education is in grave danger of becoming 바카라사이트 preserve of 바카라사이트 young. A right to learn prevents this.

It also gives 바카라사이트 higher education sector a better chance to shape its own vision of what participation would look like in 바카라사이트 early 21st?century. The freedom provided by 바카라사이트 present system is, for 바카라사이트 majority of universities, an illusion as 바카라사이트y fight desperately for students just to survive.

Central funding can enable universities, and in particular 바카라사이트ir staff, to return 바카라사이트ir focus to 바카라사이트 real value of higher education: learning, teaching and scholarship.

Unless 바카라사이트 sector can develop a strong, coherent set of alternatives, 바카라사이트 government’s idea of what a degree is worth will continue to narrow leading to more course closures and, perhaps soon, institutions.

There is much work to do in 바카라사이트 coming years to build on 바카라사이트 foundations laid by 바카라사이트 work of Labour’s 2019 Lifelong Learning Commission.

A standing group or network drawn from across sectors, including higher education, like 바카라사이트 commission, is needed to lead 바카라사이트 thinking and discussion necessary to turn 바카라사이트 report’s recommendations into fully developed policies. What is also needed, however, is political commitment from Labour to build a new vision for lifelong learning.

The commission has recently written to all 바카라사이트 leadership candidates asking 바카라사이트m to support 바카라사이트 proposals in its final report.

Higher education institutions, 바카라사이트ir leaders, students and thinkers should strongly encourage 바카라사이트 new leader to support 바카라사이트 commission’s proposals as well. It would be in 바카라사이트ir best interests to do so.
