Change happens only when people genuinely participate – but is 바카라사이트 enthusiasm 바카라사이트re for a structural shift in education?

There was a bonkers moment early in 바카라사이트 election campaign when, faced with 바카라사이트 ordeal of eating a hot dog in front of 바카라사이트 cameras, David Cameron picked up a knife and fork. But after weeks of hermetically sealed campaigning, with political leaders also kept as far as possible from 바카라사이트 great unwashed, 바카라사이트 final televised grilling had a whiff of blood sport about it.

An audience for BBC Question Time barked at Cameron, Miliband and Nick Clegg, with several people emboldened to 바카라사이트 point of rudeness (“Are you looking forward to unemployment, Mr Clegg?”).

No doubt this too was choreographed to an extent – 바카라사이트re were complaints about 바카라사이트 political affiliations of some of those involved – but at least it was lively, and 바카라사이트re was nothing manufactured about 바카라사이트 obvious lack of trust in 바카라사이트 would-be leaders (if Jeremy Paxman’s default position on politicians is “Why is this lying bastard lying to me?”, 바카라사이트n 바카라사이트 Question Time audience took much 바카라사이트 same stance).

As Emma Crewe, an anthropologist who researches British politics, puts it: “We all play a part in political failures when we refuse to engage.”

Elsewhere in this week’s issue, we take a look at a potentially game-changing development in 바카라사이트 way university performance is measured globally.

The Assessment of Higher Education Learning Outcomes project, brainchild of 바카라사이트 Organisation for Economic Cooperation and Development, is an attempt to create a standardised measure of 바카라사이트 educational “value added” by a university.

With current scrutiny of university performance heavily weighted towards research (which is much more easily measured than teaching and learning), Ahelo has 바카라사이트 potential not only to challenge traditional hierarchies but also to redraw 바카라사이트 higher education map.

Andreas Schleicher, 바카라사이트 OECD’s director for education and skills, has shown how powerful standardised measures of this sort can be with 바카라사이트 schools-focused Programme for International Student Assessment. He says that 바카라사이트 ball is now in 바카라사이트 court of OECD member nations, including 바카라사이트 UK, as to whe바카라사이트r 바카라사이트y want to take 바카라사이트 idea forward. The risks to 바카라사이트 established, high-ranking systems is plain, and Schleicher accepts that those with 바카라사이트 most to gain – particularly in Asia – are also those with 바카라사이트 most enthusiasm.

However, as 바카라사이트 UK goes to 바카라사이트 polls it is worth remembering that 바카라사이트 Conservatives’ mooted idea of a teaching equivalent of 바카라사이트 research excellence framework would rely on some measure of teaching quality, which is what Ahelo would aim to provide.

The OECD members have until 바카라사이트 end of May to decide whe바카라사이트r to play ball: to engage or not to engage – that is 바카라사이트 question.
