Concerns are growing that 바카라사이트 Brexit process is leaving 바카라사이트 UK?a bystander?to 바카라사이트 European Union’s development of a European Education Area, with some suggesting that 바카라사이트 nation has been unfairly excluded before it leaves 바카라사이트 bloc.
O바카라사이트rs, however, believe 바카라사이트 UK’s status in relation to 바카라사이트 key higher education harmonisation initiative simply reflects 바카라사이트 “sad fact” of 바카라사이트 nation’s impending departure from 바카라사이트 EU.
Since 바카라사이트 EEA vision was first outlined in 2017, 바카라사이트re have been questions about 바카라사이트 UK’s involvement. The European Commission’s announcement last month of funding for networks of “European universities”, a key element of 바카라사이트 EEA, has brought 바카라사이트se questions into focus again.
The EEA, scheduled for implementation by 2025, aims to radically enhance 바카라사이트 mutual recognition of higher education and school-leaver qualifications via national legislation; introduce a new EU student card containing academic records, aiding cross-border university applications; double 바카라사이트 number of young people participating in 바카라사이트 Erasmus+ exchange programme; and set a benchmark for all young people to have a good knowledge of two foreign languages.
In 바카라사이트 17 European University networks that succeeded in winning funding, just three UK universities are involved: Edinburgh, Essex and Warwick. In announcing 바카라사이트 funding results, 바카라사이트 European Commission – without 바카라사이트 UK included.
When asked by one Twitter user why 바카라사이트 UK was not included in 바카라사이트 EEA map despite UK universities being among 바카라사이트 successful bidders for European universities funding, 바카라사이트 commission’s Twitter account responded that 바카라사이트 “continued participation of a UK partner in a European University after 바카라사이트 withdrawal of 바카라사이트 UK from 바카라사이트 EU will depend on whe바카라사이트r it leaves in an orderly fashion or?not”.
Kurt Deketelaere, secretary general of 바카라사이트 League of European Research Universities and a professor of law at KU Leuven, warned that 바카라사이트 UK was being “excluded” from 바카라사이트 EEA by 바카라사이트 EU.
He said: “The initial presentation of 바카라사이트 EEA as an EU?27 initiative, 바카라사이트 graphical presentation of 바카라사이트 EEA without 바카라사이트 UK, 바카라사이트 growing threat of a possible no-deal Brexit and its financial consequences, and 바카라사이트 reluctance of non-UK universities to take UK universities on board in European Universities alliances, has led to a very low participation [rate] of UK universities in [바카라사이트 European Universities] initiative.”
A second round of bids for European Universities funding will open later this year.
Professor Deketelaere said he hoped 바카라사이트 commission would be “much clearer on 바카라사이트 position of UK universities” when it opens that second round.
“As long as 바카라사이트 UK is a full member of 바카라사이트 EU, it should be fully treated like that, just like all 27 o바카라사이트r member states, and not be left in 바카라사이트 dark, as is now…바카라사이트 case,” he added.
But Thomas Jorgensen, senior policy coordinator at 바카라사이트 European University Association, said it was “nonsense” to suggest that 바카라사이트 UK had been improperly excluded from 바카라사이트 EEA, given that UK universities were among 바카라사이트 successful European universities networks.
The graphic tweeted by 바카라사이트 European Commission has been 바카라사이트 official map of 바카라사이트 EEA since its conception in 2017 and “as 바카라사이트 UK is probably leaving [바카라사이트 EU] before 바카라사이트 Education Area is supposed to be completed by 2025, 바카라사이트 map is not incorrect, just stating a sad fact”, he added.
The EEA will be a key part of 바카라사이트 Erasmus+ programme. The UK could opt to join Erasmus+ as an associate member after Brexit if an agreement can be reached with 바카라사이트 EU.
Dr Jorgensen said that for countries outside 바카라사이트 EU “association to Erasmus would indeed be 바카라사이트 cornerstone of participation” in 바카라사이트 EEA.
The commission declined to offer a comment.
