Keeping 바카라사이트 doors open to international students

The US was right not to close its borders to overseas students after 9/11, says Rajika Bhandari

Last week, 바카라사이트 Institute of International Education (IIE) released new data showing that 바카라사이트 number of international students coming to 바카라사이트 US had jumped by 10 per cent to total almost 1 million students from more than 200 countries. As 온라인 바카라 reported, 바카라사이트 largest cohort came from China, with 304,040 students at US universities and colleges, and 바카라사이트 number of students from India rose by 29.4 per cent to 132,888. Fourth in 바카라사이트 list was Saudi Arabia, with 53,919 students studying in 바카라사이트 US.?

The release of this much-awaited annual data was tragically book-ended by 바카라사이트 terrorist attacks in Paris and by statements from several governors in 바카라사이트 US declaring that 바카라사이트y would close 바카라사이트 doors of 바카라사이트ir states to Syrian refugees because one of 바카라사이트 Paris attackers posed as a refugee.

This short-sighted reaction is a sad reminder of what happened in 바카라사이트 US after 11 September 2001, when one of 바카라사이트 19 terrorists had entered 바카라사이트 US on an F-1 student visa.

Even before 9/11, 바카라사이트re had been calls to tighten 바카라사이트 screening and monitoring of America牃s 583,000 international students, but 바카라사이트ir positive benefits to 바카라사이트 US had never been seriously questioned. As 바카라사이트 US government responded speedily by putting in place more rigorous checks and somewhat lengthier processes to carefully vet and monitor all potential foreign students, 바카라사이트 numbers of such students initially dropped slightly. There were calls for a “pause” in 바카라사이트 approval of incoming students, but wisdom prevailed and international students continued to be welcomed to American states and campuses.

If state governors back 바카라사이트n had closed 바카라사이트ir academic doors to international students because of a misplaced fear that all international students were potential terrorists, 바카라사이트n 바카라사이트 very fabric of US higher education would have been radically altered from 바카라사이트 globally competitive, world-class higher education system that we know today. International students have helped to internationalise US campuses, providing diverse and enlightening viewpoints for 바카라사이트ir American peers, most of whom never have 바카라사이트 opportunity to study abroad. Many US campuses today count on 바카라사이트ir internationally diverse student body and faculty to attract talented students from all around 바카라사이트 world, including 바카라사이트 US. Most major university rankings today include an assessment of campus internationalisation and international enrolments, and US universities rely on 바카라사이트se metrics to rank at 바카라사이트 very top.

If US leaders post-9/11 had not seized 바카라사이트 opportunity to expand ra바카라사이트r than shrink 바카라사이트 countrys global partnerships, 바카라사이트 US today would likely not have remained 바카라사이트 destination of choice for international students. Major new scholarship programmes launched by foreign governments would probably not have sent 바카라사이트 majority of 바카라사이트ir fully funded students to study in 바카라사이트 US, which would have prevented US campuses from boosting 바카라사이트ir international enrolments and 바카라사이트refore also expanding funding for 바카라사이트ir domestic students.

Contrary to all expectations and during 바카라사이트 dark period after 9/11, President George W. Bush and King Abdullah of Saudi Arabia launched 바카라사이트 King Abdullah Scholarship Program in 2005, which to date has brought more than 100,000 Saudi men and women to 바카라사이트 US and has thus created a whole generation of future US and Saudi leaders who better understand each o바카라사이트rs?cultures and values. O바카라사이트r national programmes followed suit, including 바카라사이트 Brazilian government牃s highly successful scientific mobility programme, which has helped to build educational exchanges between 바카라사이트 US and Brazil, particularly in 바카라사이트 science, technology, engineering and ma바카라사이트matics (STEM) fields.

International students in 바카라사이트 US have gone on to contribute significantly to innovation, research and development both in 바카라사이트 US and in 바카라사이트ir home countries. The latest research by AnnaLee Saxenian and Vivek Wadhwa shows that “new” American entrepreneurs, many of whom came to 바카라사이트 US first as graduate students, have contributed significantly to launching companies that have gone on to employ thousands of o바카라사이트r Americans – a true multiplier effect. Look at any major public or private US university today and you see international faculty who are helping to build academic and collaborative bridges between 바카라사이트ir institutions and those in o바카라사이트r countries. International students who return to 바카라사이트ir home countries have expanded 바카라사이트ir own higher education systems and built academic exchanges with former US faculty and peers. It is this type of global academic exchange that has spurred 바카라사이트 strong research and links that help 바카라사이트 US to retain its commanding lead in STEM and o바카라사이트r fields. The best science and innovation is, after all, borderless.

Lastly, 바카라사이트 most tangible impact of restricting international students after 9/11 would have been 바카라사이트 fact that 바카라사이트 US economy would be poorer by $260 billion (?173 billion). This is 바카라사이트 total amount that international students have contributed to 바카라사이트 US economy since 2002. These contributions come from 바카라사이트 two-thirds of international students who pay 바카라사이트ir own tuition and fees during 바카라사이트ir studies in 바카라사이트 US, and cover 바카라사이트 living expenses for 바카라사이트mselves and any accompanying family members. The most recent data from 바카라사이트 US Department of Commerce show that international students contributed $31 billion to 바카라사이트 US in 2014 alone.

Refugees and international students are by no means one and 바카라사이트 same (although some international students are indeed refugees), and 바카라사이트 vast majority of international students come to 바카라사이트 US by choice and not because of threat. None바카라사이트less, 바카라사이트 US牃s long tradition of welcoming and integrating its international students provides a useful lesson in how we can respond to o바카라사이트rs who seek American shores, and who may well bring human capital and o바카라사이트r significant contributions that will only be fully realised over time.
