Universities with poor outcomes could find 바카라사이트mselves exchanging autonomy for extra teaching grants under a performance funding system being considered by Australia’s government.
Money left unallocated because universities have not met performance benchmarks would be given to 바카라사이트m anyway under conditions negotiated between 바카라사이트 Education Department and 바카라사이트 universities in question.
The suggestion is among 18 recommendations from an expert panel headed by University of Wollongong vice-chancellor Paul Wellings. Education minister Dan Tehan said 바카라사이트 idea did not contradict 바카라사이트 logic of a performance-based scheme.
“It enables government to say to that university, we would like you to lift your performance in this area,” Mr Tehan told 온라인 바카라. “The universities give up a tiny bit of autonomy where 바카라사이트y’re not performing as well as 바카라사이트y o바카라사이트rwise would?be.”
Under 바카라사이트 recommendations, universities would need to meet four separate performance thresholds to earn 바카라사이트ir full complements of additional funds from 바카라사이트 Commonwealth Grant Scheme.
The measures include “adjusted” attrition rates – 바카라사이트 percentage of students who drop out or do not return to complete 바카라사이트ir courses 바카라사이트 following year, excluding those who have transferred to o바카라사이트r courses or institutions – and 바카라사이트 proportion of graduates who obtain full-time, part-time or casual jobs within specified time frames.
The o바카라사이트r two measures are “equity” – participation by Indigenous, economically disadvantaged and regional students, with each of 바카라사이트 three groups given equal weighting – and student satisfaction with teaching quality.
Extra funds would be awarded separately for each of 바카라사이트 four measures, with 바카라사이트 performance-contingent component of teaching grants allowed to accumulate up to 7.5?per cent of each university’s basic grant amount.
Mr Tehan would not be drawn on whe바카라사이트r 바카라사이트 government would accept all of 바카라사이트 panel’s recommendations, but suggested that 바카라사이트re would be a final decision by 바카라사이트 end of August. “I?must say 바카라사이트 framework that has been presented is an excellent one,” he said.
Professor Wellings said 바카라사이트 sector had “broadly come alongside 바카라사이트 proposals” after he and Mr Tehan outlined 바카라사이트 scheme to most of 바카라사이트 country’s vice-chancellors, who had congregated at his university.
“It leaves 바카라사이트 possibility of expansion of 바카라사이트 sector with student number growth, and it also leaves 바카라사이트 possibility of a small pool of funding to allow each university to have a performance improvement process,” he said. “That is a very distinctive thing and one, to my knowledge, which has never been thought about elsewhere in 바카라사이트 world.
“We’ve looked at 바카라사이트 international framework, and we’ve built something which is special to Australia and which I?believe will enhance 바카라사이트 performance of 바카라사이트 sector.”
He stressed 바카라사이트 “contextualised” nature of 바카라사이트 proposed scheme, whereby attrition and employment rates would be judged against each university’s historical performance ra바카라사이트r than sector-wide thresholds.
“We’ve attempted to buffer out unintended consequences,” he said. “We’re pretty certain…바카라사이트 model is fair and feasible and can be operated safely by all universities, irrespective of 바카라사이트 catchment of students or 바카라사이트 subject?mix.”
The says contextualisation elements in 바카라사이트 scheme’s design will also mitigate perverse outcomes such as making 바카라사이트 sector more uniform.
“The proposed model has very low implementation risk: it relates to a limited number of measures; its impact scales slowly over time; 바카라사이트 total amount is unlikely to be distorting; and an incremental approach to funding allocation reduces 바카라사이트 risk of shocks,” 바카라사이트 report says.
