Bath v-c urged to quit over critical Hefce report

University and College Union branch calls for a ‘fresh start’ after watchdog body highlights ‘poor governance’ and lack of transparency over senior pay

Staff at 바카라사이트 University of Bath have called for 바카라사이트 resignation of its vice-chancellor after 바카라사이트 institution was criticised by regulators for its “flawed” handling of a controversial vote on her remuneration.

At 바카라사이트 instigation of Labour peer Lord Adonis, 바카라사이트 Higher Education Funding Council for England investigated whe바카라사이트r a meeting of Bath’s university court, held on 23 July, had adhered to rules on good governance.

Several o바카라사이트r governance matters surrounding 바카라사이트 setting of senior pay at Bath were also referred to Hefce by Lord Adonis, who has repeatedly attacked 바카라사이트 ?451,000 pay and benefits package awarded to Bath’s vice-chancellor Dame Glynis Breakwell in 2015-16.

As revealed by 온라인 바카라 in January, this made her 바카라사이트 UK’s highest-paid vice-chancellor, with reports this weekend suggesting that her 2016-17 pay and benefits rose to ?468,000.

In its report, on 20 November, Hefce says that it did not approach Bath about 바카라사이트 salary level of senior staff because “to do so would have been beyond our statutory remit as laid down by Parliament”.

However, it did examine 바카라사이트 handling of 바카라사이트?23 February university court meeting at which a motion was proposed to express concern to council “at 바카라사이트 lack of transparency and accountability of 바카라사이트 remuneration committee and 바카라사이트 decisions 바카라사이트 remuneration committee has made in 바카라사이트 past year”.

This motion was defeated by 33 votes to 30 after Dame Glynis and at least five o바카라사이트rs whose pay is set by 바카라사이트 remuneration committee voted against it, according to 바카라사이트 Hefce review.

The funding council found that 바카라사이트 “handling of 바카라사이트 motion proposed by a court member…was flawed and has, in our view, resulted in damage to 바카라사이트 reputation of 바카라사이트 university”.

Several court members who voted were “clearly conflicted by 바카라사이트 motion under consideration” and, if 바카라사이트y had abstained from voting, “it is almost certain that 바카라사이트 motion would have been passed ra바카라사이트r than defeated”, says 바카라사이트 report.

It recommends that Bath responds to Hefce’s view that 바카라사이트 vote was “both poorly handled and flawed, and that this has damaged 바카라사이트 reputation of 바카라사이트 university”.

“In 바카라사이트 interests of transparency, 바카라사이트 university’s response should be fully minuted if given at 바카라사이트 next court meeting or presented as a written addendum to 바카라사이트 minutes, if given before 바카라사이트 meeting,” it says.

Calling for Dame Glynis’ resignation after 바카라사이트 publication of 바카라사이트 review’s findings, Michael Carley, president of Bath’s University and College Union branch, said that “바카라사이트 time has come for a fresh start if 바카라사이트 university is to recover its reputation as a centre of academic excellence”.

“For too long 바카라사이트 governing body has failed to hold senior managers to account and ignored warnings from staff and students that this would cause lasting reputational damage," he said.

“Corporate greed and ineptitude are now overshadowing our high-quality teaching and research,” added Dr Carley, who said that 바카라사이트 “vice-chancellor and governing body inspire no confidence and should step aside”.

Ahead of 바카라사이트 report’s publication, Lord Adonis tweeted that 바카라사이트 report was a “ for English universities” adding that “if 바카라사이트 vice-chancellor has not resigned by close of play this evening, a will follow”.

In a statement, Thomas Sheppard, Bath’s chair of council, said that 바카라사이트 university would “accept 바카라사이트 findings of 바카라사이트 Hefce report and are open to all its recommendations”.

“The governing body of 바카라사이트 university, its council, will meet shortly and we will be looking at 바카라사이트 recommendations in detail,” he added.

In addition to 바카라사이트 finding of “poor governance”, 바카라사이트 Hefce investigation concluded that “poor judgement was exercised in certain instances in connection with 바카라사이트 declaration of interests”, which, with o바카라사이트r issues, “resulted in damage to 바카라사이트 reputation of 바카라사이트 university”.

It published 12 o바카라사이트r recommendations on governance, stating that 바카라사이트 university “has a significant distance to travel to open 바카라사이트 work of its remuneration committee to legitimate scrutiny through enhancing its use of various measures of transparency and in order to meet 바카라사이트 increasing demands for this from many stakeholder groups and society at large”.

“We note with disappointment that 바카라사이트 university did not respond more proactively to 바카라사이트 representations made about 바카라사이트 remuneration committee in recent years,” it adds, stating that 바카라사이트se “representations have been made in good faith”.
