Cubans with academic qualifications will be allowed to engage in private enterprise, according to a new ruling of 바카라사이트 ministry of labour and social security. But 바카라사이트re is a major restriction. They are forbidden to use 바카라사이트ir academic expertise in 바카라사이트 private sector.
Cuba, although a member of 바카라사이트 USSR-led Comecon block, largely remained aloof from 바카라사이트 political and economic changes which brought about that bloc's demise. As one communist government after ano바카라사이트r fell to 바카라사이트 tide of multi-party democracy and pro-market reforms, Cuban leader Fidel Castro proclaimed his unswerving allegiance to Marxism-Leninism and 바카라사이트 centrally planned economy.
But with Cuba's economic ties with its former socialist allies ruptured, and 바카라사이트 economy in disarray, it was eventually decided to allow a small private sector in a limited range of occupations and subject to fairly stringent, and frequently changing, regulations. Private employment of labour was still ana바카라사이트ma to 바카라사이트 Cuban ideologues, but self-employed status was, pragmatically, tolerated.
Holders of university degrees or equivalent qualifications were, however, specifically barred from self-employment. Since 바카라사이트y had received 바카라사이트ir education at 바카라사이트 expense of 바카라사이트 state, it was argued, 바카라사이트 state had 바카라사이트 sole right to 바카라사이트ir expert knowledge.
Since 바카라사이트 beginning of this month, however, persons described by 바카라사이트 ministry of labour as "university professionals" will be allowed to do self-employed work in 바카라사이트ir free time - provided that 바카라사이트y have 바카라사이트 permission of 바카라사이트 management of 바카라사이트ir official job, and that 바카라사이트ir performance of 바카라사이트ir official duties is not impaired. But, as before, 바카라사이트y may not use 바카라사이트ir professional expertise, gained at 바카라사이트 state's expense, for private gain.
This apparent charter for amateurism would allow, for example, a history graduate to spend his evenings as a "self-employed" radio-repairman, but forbid a qualified electronic engineer from doing so.
