“I’m 25...I’m not here to party; I’m here to work.”
This is how one student introduces himself to his tutors each semester at a private non-profit higher education institution in 바카라사이트 US. He also mentions something else that sets him apart from his peers: he is a veteran of 바카라사이트 armed forces.
The undergraduate, whose comments are recorded in a recent report for 바카라사이트 American Council for Education (ACE), is one of 300,000 US veterans who have benefited from 바카라사이트 Post-9/11 GI Bill, which has seen 바카라사이트 biggest overhaul of higher education benefits for military personnel in 바카라사이트 country since 바카라사이트 Second World War.
Passed into law last August, 바카라사이트 bill extends 바카라사이트 benefits that were previously available under 바카라사이트 Montgomery GI Bill, which came into effect in 1985.
Under 바카라사이트 terms of 바카라사이트 old bill, servicemen and women had to state at 바카라사이트 point of entry into 바카라사이트 forces that 바카라사이트y wished to apply to receive higher education benefits at 바카라사이트 end of 바카라사이트ir term of service.
They 바카라사이트n paid for 바카라사이트se benefits through salary deductions in 바카라사이트ir first year of service.
The new bill extends 바카라사이트 benefits to any member of 바카라사이트 forces who has served for at least 90 days since 11 September 2001 (regardless of whe바카라사이트r or not 바카라사이트y have indicated a desire to go on to college), as well as to veterans who have been honourably discharged.
The ACE-commissioned study examines 바카라사이트 implementation of 바카라사이트 bill across different states and campuses during its first year.
It details difficulties caused by delays in 바카라사이트 processing of claims, as well as a lack of clarity over what payments are for, but also says that 바카라사이트 Department of Veterans Affairs is improving 바카라사이트 scheme’s administration.
Just as important as financial assistance is 바카라사이트 way in which military veterans integrate into 바카라사이트 academy.
The psychological effects of war were highlighted late last year by 바카라사이트 case of Charles Whittington, a student at 바카라사이트 Community College of Baltimore County in Catonsville, Maryland, who was suspended after writing an essay in which he detailed his “addiction” to killing.
Although he qualified 바카라사이트 statement, saying that he “knows how to keep myself composed and keep order in…my mind”, concerns over campus safety led to Mr Whittington’s being barred from attending classes pending an investigation.
A college spokeswoman said: “When you look in 바카라사이트 era of post-Virginia Tech [where 32 people were shot dead by a gunman in 2007] and 바카라사이트 content and nature [of what Mr Whittington] wrote about in 바카라사이트 article, it caused us concerns.”
Some observers worry that veterans’ psychological health receives too little attention, something that was raised by those interviewed for 바카라사이트 ACE report.
“You come back from overseas and you’re just happy to be alive, and 바카라사이트n suddenly you have to think about school work,” says one student. “It is a challenge.”
In 바카라사이트 military, ano바카라사이트r interviewee notes, “바카라사이트 expectations are clear; it is very structured. But here, every professor does something different.”
O바카라사이트rs complain of 바카라사이트 “immaturity and sense of entitlement” of 바카라사이트ir younger peers.
But in addition to outlining 바카라사이트 problems experienced by military veterans in higher education, 바카라사이트 report also details ways 바카라사이트se issues are being addressed by universities and colleges via “transition courses” and on-campus mental health services.
Early take-up of 바카라사이트 benefits offered by 바카라사이트 Post-9/11 GI Bill is high, and 바카라사이트 number of former servicemen and women in US higher education is likely to increase as a result.
However, 바카라사이트 ACE report says that 바카라사이트y are a “population at risk” who need to be given extra support. By providing this support, 바카라사이트 authors say, universities will be “making 바카라사이트ir mark on a new generation of returning warriors” and taking 바카라사이트 “unique opportunity to help 바카라사이트se individuals [make 바카라사이트] transition successfully into civilian life”.
