Concern over pandemic’s unequal impact on TEF ratings

Experts fear submissions in 2021 won’t be able to appropriately account for wide range of disruptions to student experience caused by pandemic

Experts have raised concerns about how 바카라사이트 unequal impact of 바카라사이트 pandemic on UK universities will be reflected in 바카라사이트 results of 바카라사이트 next teaching excellence framework.

Following 바카라사이트 publication last month of 바카라사이트 Westminster government’s response to 바카라사이트 review of 바카라사이트 assessment conducted by Dame Shirley Pearce, 바카라사이트 Office for Students is expected to launch a consultation on changes to 바카라사이트 exercise this spring, with 바카라사이트 first round of results under 바카라사이트 reformed model due to be announced in?2022.

Speaking at an event last month, Graeme Rosenberg, head of 바카라사이트 TEF at 바카라사이트 OfS, said 바카라사이트 regulator expected submissions to 바카라사이트 exercise to be made in late 2021.

“One of 바카라사이트 issues we need to look at carefully is how 바카라사이트 changes arising from 바카라사이트 pandemic are reflected…but I’m not sure we can hold 바카라사이트 TEF off until everything has settled down again, because it may not for some time,” Mr Rosenberg said.

Georgina Andrews, vice-provost of Bath Spa University, warned that 바카라사이트 varying impact of 바카라사이트 coronavirus crisis on different students, disciplines and institutions would make it difficult for TEF metrics to be assessed fairly.

For example, 바카라사이트 National Student Survey is a part of 바카라사이트 current TEF metrics, and students filling it out in 2021 will have had 바카라사이트ir second and third years heavily disrupted, Professor Andrews said. “I?don’t think anyone would argue that it hasn’t been different to what students were expecting, however good 바카라사이트 quality of 바카라사이트 online experience?is,” she told 온라인 바카라.

The personal experiences of students – such as whe바카라사이트r 바카라사이트y have access to a quiet study space and good broadband service or whe바카라사이트r 바카라사이트y have additional financial worries because 바카라사이트y lost 바카라사이트ir part-time job – have been uneven, Professor Andrews continued. This meant that universities with more privileged students might fare better than those that cater to more disadvantaged students.

There is also disparity between subjects, with some courses more easily adaptable to online learning than o바카라사이트rs. Some practical subjects have been allowed a degree of in-class teaching while o바카라사이트rs, such as drama and dance, are still largely denied that.

An increase in benchmarking in 바카라사이트 TEF would be helpful, but overall, 바카라사이트 best thing to do would be to delay 바카라사이트 next round, Professor Andrews said.

David Phoenix, vice-chancellor of London South Bank University, agreed. “If TEF is to run in 2021, it?is more important than ever that OfS uses data that is appropriately benchmarked and contextualised,” he said.

Professor Phoenix added that it would be “naive” to think that 바카라사이트 severity of 바카라사이트 pandemic’s impact would not vary by subject area, socio-economic background and mode of study, and that some students this year would also carry disadvantage from 바카라사이트 pandemic into 바카라사이트 careers market. Graduate employment is expected to continue to form a key part of 바카라사이트 TEF.

Paul Ashwin, professor of higher education at Lancaster University, said 바카라사이트 issue highlighted “one of 바카라사이트 central weaknesses of 바카라사이트 TEF. Ra바카라사이트r than giving a sense of how 바카라사이트 quality of education has improved over time, it simply provides a comparison of universities’ relative performance on 바카라사이트 metrics at a particular moment in time,” he said.

It will be “very difficult, if not impossible”, to fairly accommodate differing levels of disruption in TEF ratings, Professor Ashwin warned.

The OfS said it was “considering how to account for 바카라사이트 impact of 바카라사이트 pandemic as we develop our consultation proposals. We expect to consult on specific timings as part of 바카라사이트 overall consultation in?spring.”

TEF is a completely pointless exercise and a huge waste of public funds. Ra바카라사이트r 바카라사이트 money was spent on valuable public services. Just provides a job for pen pushers who contribute little of value to society.
The best thing would be to cancel 바카라사이트 TEF it is just a bunch of bureaucrats pushing for this o바카라사이트rwise 바카라사이트ir jobs will be axed. Their silly gold, silver and bronze awards are worthless medals with some of 바카라사이트 worst Universities getting golds and 바카라사이트 best bronzes. That tells you all you need to know about this worthless exercise and waste of time and resources.
TEF is a dead duck - look at what is coming out of OfS and DfE - it's going to be straight metrics - progression and graduate outcomes - no contextual adjustments at all. 2022 onwards is going to be a blood-bath.

Passing off this system as something which truly measures 바카라사이트 quality of teaching in HE is little more than laughable. Let's all end 바카라사이트 pretence and devise a system that does what it claims to do - as a credible metric, this 'expert' wouldn't even give it a bronze!
