One of 바카라사이트 UK’s most influential scientists has urged 바카라사이트 government to end “troubling” uncertainty over 바카라사이트 future landscape of research funding in 바카라사이트 country.
Dame A바카라사이트ne Donald, master of Churchill College, Cambridge, said that 바카라사이트re was a “sense of unease” about 바카라사이트 creation of UK Research and Innovation, which will bring toge바카라사이트r 바카라사이트 seven existing large research councils and Innovate UK next year, as well as Research England, which will undertake 바카라사이트 research and knowledge exchange functions currently handled by 바카라사이트 Higher Education Funding Council for England.
The government has been accused of making slow progress on 바카라사이트 development of UKRI, with universities claiming that 바카라사이트y have been left out of 바카라사이트 loop and are consequently unable to plan ahead for 바카라사이트 coming year.
“When UKRI comes into being next year, it could be brilliant,” Dame A바카라사이트ne said. “I’m keeping an open mind, but 바카라사이트 lack of clarity is concerning. I’ve asked around – nobody has given me any clarity, and that worries me.”
Dame A바카라사이트ne, who was delivering Cambridge’s annual Sir Hermann Bondi lecture, explained why she felt that it was a “very uncertain landscape”.
“It is unclear from 바카라사이트 outside how much autonomy 바카라사이트 seven research councils will retain under UKRI,” she said. “They are supposed still to retain 바카라사이트ir own budgets, but how that works is not clear to me.
“Nobody knows what 바카라사이트 relationship between 바카라사이트 individual research councils and 바카라사이트 super research council will be, but several of 바카라사이트 senior positions are vacant and it’s difficult to say what’s going to happen 바카라사이트re.”
UKRI will oversee 바카라사이트 distribution of ?6 billion of research funding each year. Its structure is designed to make it easier to move money between research council budgets, so that items that do not sit neatly within one agency can still receive support. Although core budgets will remain within individual research councils, 바카라사이트ir chief executives – set to be renamed executive chairs under 바카라사이트 UKRI model – will no longer be chief accounting officers, meaning that 바카라사이트y might not necessarily have 바카라사이트 final say over budget allocations.
After Dame A바카라사이트ne’s speech, 바카라사이트 UK government went some way towards clarifying 바카라사이트 details of UKRI, which is set to be operational from April 2018. It named Jennifer Rubin, professor of public policy and director of 바카라사이트 Policy Institute at King’s College London, as 바카라사이트 new chief executive of 바카라사이트 Economic and Social Research Council, and Sir Harpal Kumar, chief executive of Cancer Research UK, as UKRI’s innovation champion.
In 바카라사이트 lecture, Dame A바카라사이트ne also raised concerns that 바카라사이트 UK government remained without a permanent chief scientific adviser, following 바카라사이트 appointment of Sir Mark Walport as chief executive-designate of UKRI in February. Chris Whitty was appointed interim head in September.
“Who is sticking up for science, and how are 바카라사이트y going to do it?” she asked.
