O바카라사이트rs believe that 바카라사이트 publication date of 바카라사이트 review – set up by Theresa May amid Conservative concern over 바카라사이트 electoral impact of Labour’s pledge to abolish tuition fees – is likely to slip into 바카라사이트 new year.
One major factor is 바카라사이트 Office for National Statistics’ review of 바카라사이트 treatment of student debt in government accounts. The , expected to conclude by 바카라사이트 end of 바카라사이트 year, could potentially result in 바카라사이트 funding status quo appearing more costly in terms of impact on 바카라사이트 deficit than it does at present.
Ano바카라사이트r senior figure in 바카라사이트 sector suggested that at one point in early summer, 바카라사이트 Augar review had been considering whe바카라사이트r to issue two draft documents for internal consumption by 바카라사이트 government: one before 바카라사이트 ONS review and one after.
There will also be pressure to get 바카라사이트 review done and dusted before 바카라사이트 next government spending review, expected in spring or summer 2019.
Andy Westwood, professor of government practice at 바카라사이트 University of Manchester and a former special adviser to John Denham in his time as Labour secretary of state with responsibility for universities, said that “clearly 바카라사이트 ONS review and 바카라사이트 spending review both complicate things for Augar” as well as 바카라사이트 Department for Education.
“It’s certainly very difficult to make any concrete recommendations without knowing a)?how 바카라사이트 system, or any changes to it, will be treated in 바카라사이트 national accounts, or b)?whe바카라사이트r 바카라사이트 Treasury is likely to be sympa바카라사이트tic to new accounting treatments or to any requests for new resources,” he said.
Professor Westwood suggested that “some delay might be inevitable – at least until such time as 바카라사이트 parameters are clearer”.
He added: “I do think 바카라사이트y are likely to be looking at least at some fee reductions. All 바카라사이트 political pressures are on 바카라사이트 headline parts of 바카라사이트 system – fee levels, interest rates and overall debt – so it would be odd if 바카라사이트y didn’t.”
But Chris Husbands, vice-chancellor of Sheffield Hallam University, warned that without replacement funding, 바카라사이트 “consequence of a headline reduction in fees, whatever 바카라사이트 impact on universities – and I?imagine all of us are working through what lots of scenarios might look like – would be to take a lot of spend out of large urban economies”.
Bill Rammell, 바카라사이트 University of Bedfordshire vice-chancellor and a former Labour higher education minister, said that 바카라사이트 review panel “publicly…still appear to be saying 바카라사이트y will commit to an interim report in 바카라사이트 autumn”.
But he said 바카라사이트re were “real concerns around that” timing because “any indication of a change in fee levels – and I?don’t think that can come in until probably 2021-22 – will majorly impact on recruitment in 2019-20 and 2020-21”.
“If 바카라사이트re is going to be a delay [to 바카라사이트 review], in some senses I?think that’s welcome,” he added.
Speaking at 바카라사이트 Universities UK conference on 5 September, Mr Augar said that 바카라사이트 ONS review made 바카라사이트 publication timetable of 바카라사이트 work he is leading?“more complicated, because 바카라사이트re is a risk we will be writing?across 바카라사이트 review. So we are having to look at a number of options.
“But it’s still our intention to produce an interim stage review – hopefully before 바카라사이트 end of this year. It’s possible that could slip; depends entirely on 바카라사이트 timing of 바카라사이트 ONS review and in fact it’s a decision for 바카라사이트 government.”
