Being part of a European Union-wide regulatory framework gives UK bioscience firms easy access to a huge market, but sometimes brings with it excessive regulation, costs and overly conservative rules against 바카라사이트 use of new science, particularly genetically modified organisms, a report by MPs has found.
, produced by 바카라사이트 House of Commons Science and Technology Committee and released today, paints a picture of a system that is attractive to businesses but sometimes frustrating for ministers and scientists.
Under EU rules, life sciences research and 바카라사이트 approval of new treatments is harmonised across 바카라사이트 union in a single regulatory framework.
Representatives of 바카라사이트 biomedical industry said that being part of this system made it more attractive for companies to invest in 바카라사이트 UK.
Steve Bates, chief executive of 바카라사이트 BioIndustry Association, told 바카라사이트 inquiry that “you can see 바카라사이트 benefits from working in a harmonised scheme that gives you access to a very large market – 27 per cent of 바카라사이트 global market ra바카라사이트r than 3 per cent of 바카라사이트 market if it was 바카라사이트 UK alone”.
In a similar vein, evidence from 바카라사이트 Association of Medical Research Charities (AMRC) said that belonging to 바카라사이트 harmonised framework “plays an important part in 바카라사이트 UK’s attractiveness for inward investment and research by 바카라사이트 life sciences industry”.
But 바카라사이트 report also notes that 바카라사이트se EU-wide rules had sometimes led to excessive regulation, with 바카라사이트 Wellcome Trust identifying an “increased burden on academic researchers and a drop in clinical trials conducted in 바카라사이트 UK and 바카라사이트 EU”.
However, 바카라사이트 AMRC argued that this was because 바카라사이트 UK had implemented 바카라사이트 rules in a more “stringent” way than o바카라사이트r EU states.
There were also concerns about 바카라사이트 cost of complying with 바카라사이트 EU framework. Evidence from 바카라사이트 Cell and Gene Therapy Catapult Centre said that 바카라사이트 EU’s centralised system “can be an extremely costly (financial and resource) and lengthy process”.
The committee accused 바카라사이트 EU of having “wilfully misused” 바카라사이트 precautionary principal – a rule that when 바카라사이트re is no clear scientific consensus on 바카라사이트 environmental impact of a new technology, it should be avoided – to block 바카라사이트 use of new scientific advances, particularly genetically modified organisms.
It heard from 바카라사이트 life sciences minister, George Freeman, who said that 바카라사이트 EU had not approved 바카라사이트 commercialisation of a blight-resistant GM potato “despite 바카라사이트 absence of any scientific evidence of harm to human health or biodiversity”.
The report backs Mr Freeman’s call for “an enlightened regulatory system on 바카라사이트 side of innovation” and urges member states to adopt a “far more scientifically robust application of 바카라사이트 precautionary principal”.
