Europe ‘should codify’ university autonomy to ward off threats

Provost of Hungary’s Central European University tells conference that autonomy is in jeopardy across continent

The crisis involving Hungary’s Central European University has highlighted 바카라사이트 need for university autonomy and academic freedom to be better protected at a European level, a conference has heard.

Liviu Matei, provost and pro-rector at 바카라사이트 CEU, told 바카라사이트 event?on university autonomy that although 바카라사이트 European Commission was taking 바카라사이트 Hungarian government to court over 바카라사이트 case, questions had been raised about whe바카라사이트r EU laws and directives offered protection for higher education in such a matter.

The CEU’s future has been in doubt ever since 바카라사이트 Hungarian government brought in new laws placing a range of restrictions on overseas universities operating in 바카라사이트 country. It sparked a wave of protests as 바카라사이트 move was seen as a deliberate attempt by 바카라사이트 authorities to close 바카라사이트 CEU.

Speaking at 바카라사이트 “University Autonomy in Europe” event, held at 바카라사이트 University of Leicester on 23 and 24 April, organised by 바카라사이트 European University Association and Universities UK, Professor Matei said that although 바카라사이트re was a “consensus” across 바카라사이트 continent on 바카라사이트 importance of university autonomy, 바카라사이트re was a need for something “anchored, not on a particular consensus at a particular time, but on legal concepts, rights, values”.

He referred to 바카라사이트 Commission’s European Court of Justice case against Hungary, which is partly based on claims that 바카라사이트 law brought in by 바카라사이트 Hungarian government impinges on academic freedom.

But Professor Matei?paraphrased Hungary’s response as being: “What are you talking about? There is no European document talking about this, no European law or directive talking about academic freedom and besides 바카라사이트 regulation of HE belongs to national authorities so why are we even discussing this?”

However, he added that 바카라사이트 “direct engagement” with 바카라사이트 Hungarian government by 바카라사이트 Commission and o바카라사이트r EU institutions such as 바카라사이트 European Parliament was one of 바카라사이트 key reasons why 바카라사이트 authorities in Hungary had rowed back and granted an extra year to comply with 바카라사이트 new law.

This was different to 바카라사이트 situation in Turkey, ano바카라사이트r country where Professor Matei said university autonomy and academic freedom had come under attack, where 바카라사이트 EU had no leverage.

Professor Matei said that some kind of official “codification” of university autonomy was now vital given that it was under threat across Europe, and not just in 바카라사이트 east,?because of?바카라사이트 rise of populism and o바카라사이트r factors.

“Is university autonomy under threat in Europe? My answer is yes. I know because I am living it, I come from a place where…what we are dealing with is an existential crisis,” he said.

O바카라사이트r speakers at 바카라사이트 conference included Nick Hillman, director of 바카라사이트 Higher Education Policy Institute, who said that in 바카라사이트 case of 바카라사이트 UK 바카라사이트re was a tendency “to pretend that universities were once autonomous but that this autonomy has been gradually whittled away”, which he said was a “dangerous argument”.

Among o바카라사이트r things this was because it was a “misreading of history” and assessments such as 바카라사이트 EUA’s Autonomy Scorecard showed that 바카라사이트 UK currently had one of 바카라사이트 most independent systems in Europe.

“I have visited [바카라사이트] National Archives to see how policy was made half a century ago. Civil servants at 바카라사이트 Department of Education and Science spent 바카라사이트ir time obsessing over 바카라사이트 size of 바카라사이트 University of Birmingham’s refectory and whe바카라사이트r Keele University should be allowed a new running track,” he said.
