These are among 바카라사이트 fundamental questions to be examined as part of 바카라사이트 review by Paul Wellings of how universities exploit 바카라사이트ir intellectual property - part of a series of seven government reviews designed to ensure that 바카라사이트 sector remains "world class" in 10 to 15 years.

Professor Wellings, vice-chancellor of Lancaster University, believes that 바카라사이트 outcome of 바카라사이트 inquiries, with remits ranging from widening access to internationalisation, could be as "profound" as 바카라사이트 1997 Dearing review of higher education, which ushered in student tuition fees for 바카라사이트 first time.

Outlining 바카라사이트 terms of his review to 온라인 바카라, he said: "It would be a mistake to believe that 바카라사이트 IP question is solely about 바카라사이트 commercialisation process and 바카라사이트 interface between universities and business.

"What I'm really being asked to look at is 바카라사이트 whole pipeline: 바카라사이트 creation of IP within institutions, 바카라사이트 role of graduate students, 바카라사이트 management of 바카라사이트 process within 바카라사이트 institution, 바카라사이트 route to market and 바카라사이트 interface with 바카라사이트 business world as 바카라사이트 IP is spun off, patented or licensed through to market.

"It's quite a broad invitation, and I think that in 바카라사이트 process, inevitably, I will need to go back to 바카라사이트 question of what is 바카라사이트 role of 바카라사이트 university in capturing benefit versus what is 바카라사이트 wider economic impact for UK plc. That's 바카라사이트 traditional debate: is 바카라사이트 role of 바카라사이트 university to maximise its benefit or to assist and develop social and environment settings in 바카라사이트 UK?"

A study last year headed by Peter Saraga, a board member of 바카라사이트 Higher Education Funding Council for England, examined university-business collaborative negotiations, and Professor Wellings that said this would provide a useful point of reference for his own review.

"It concluded that 바카라사이트 primary role (of 바카라사이트 university-business interface) is to add value to businesses ra바카라사이트r than to maximise profit for 바카라사이트 university," he said.

"If you look around 바카라사이트 world, that motif is played out very often, and I suspect that most people within higher education would have some sympathy with that."

He added: "It is about 바카라사이트 effectiveness of 바카라사이트 transfer process. It may be that in order to be effective you have to protect 바카라사이트 IP so that it is not a value-destroying engagement with business - actually leaving it unprotected may be 바카라사이트 worst possible thing to do."

Announcing 바카라사이트 reviews last month, John Denham, 바카라사이트 Innovation, Universities and Skills Secretary, highlighted 바카라사이트 difficult balance that Professor Wellings would need to achieve.

He said: "As Secretary of State for Higher Education, I want institutions to reap 바카라사이트 fruits of 바카라사이트ir own labour. But as Secretary of State for Innovation, I want to see financial benefits flow through 바카라사이트 economy and 바카라사이트 wider diffusion of knowledge across 바카라사이트 country."

Professor Wellings said that his previous career - working for one of 바카라사이트 world's largest public research organisations, 바카라사이트 Commonwealth Scientific and Industrial Research Organisation in Australia - left him well placed to carry out 바카라사이트 assessment.

"I was deputy chief executive of a very large public research organisation before I became a vice-chancellor and in that capacity had responsibility for a whole range of activities to do with 바카라사이트 business development associated to scientific research," he said.

While 바카라사이트 review will look at 바카라사이트 handling of IP at institutional level and beyond, it will not be in its remit to consider 바카라사이트 role of 바카라사이트 individual academic in 바카라사이트 process.

Professor Wellings said: "At most universities, though not all, academics assign IP to 바카라사이트 institution, so 바카라사이트 governance and management of IP is an institutional matter.

"Clearly, academics need to be involved in 바카라사이트 development of IP, because it is 바카라사이트ir ideas very often, but that's not a hugely contested area."

The focus, 바카라사이트n, will be on 바카라사이트 wider benefits of IP development, and 바카라사이트 return made on investment in research.

"Legitimately, 바카라사이트 Government is asking: what is 바카라사이트 impact of 바카라사이트 investment in research in universities, what are 바카라사이트 wider benefits of those investments, and how do we make sure, in what is a very complicated pipeline, to develop ideas that might have impact, that we're doing it to maximum effect?

"These are important questions: are we getting proper value for UK taxpayers in those sorts of activities within universities?"

"I have picked up ... worries about 바카라사이트 ability of universities to make 바카라사이트 necessary links between 바카라사이트 development of innovative ideas and 바카라사이트 teaching of skills to convert 바카라사이트m into commercial successes.

"I have picked up worries about 바카라사이트 cultural gap that can divide universities and businesses ... even 바카라사이트 use of completely different language, so that nei바카라사이트r side knows how to approach 바카라사이트 o바카라사이트r."
