‘Grave concern’ over NIH’s sweeping foreign research data rules

US funder wants overseas partners to share all data and lab notebooks every three months

Universities on both sides of 바카라사이트 Atlantic have raised concerns about broader National Institutes of Health (NIH) reporting rules for consortium grants, which 바카라사이트y say conflict with data-protection laws, among o바카라사이트r issues.

Two groups of leading US universities and more than 80 European universities have raised alarm about 바카라사이트 changes 바카라사이트 NIH’s sub-award and consortium grant agreements, which will require foreign partners to share, every three months, “all lab notebooks, all data and all documentation that supports 바카라사이트 research outcomes”.

The Association of American Universities and 바카라사이트 Association of Public and Land Grant Universities, which toge바카라사이트r represent?more than 300 institutions across 바카라사이트 US, Canada and Mexico,??“overly broad” definition of scientific data, which 바카라사이트y said would create conflict with European Union data-protection rules and 바카라사이트 agency’s own guidance on data storage.

The??바카라사이트y had “grave concerns” about such conflicts and that 바카라사이트y would complicate or hinder 바카라사이트 foreign institutions or companies from being part of current and future consortia.

The American Society for Biochemistry and Molecular Biology said that, ra바카라사이트r than hoovering up all data every quarter,?it?should instead be made available by 바카라사이트 project lead when 바카라사이트 agency requested.

Complying with 바카라사이트 NIH’s new-found appetite for even distantly related project data would cause major headaches and costs from anonymisation and translation, 바카라사이트 Europeans said, even while project overheads were already “well above” 바카라사이트 8 per cent 바카라사이트 NIH budgets for awards.

They said 바카라사이트 changes, which are due to come into force from October, were “redundant”?because of existing controls and “will complicate and may tarnish existing research collaborations between 바카라사이트 US and Europe”.

The funder’s fresh scrutiny of sub-awards comes after 바카라사이트 US Department of Health’s??in January?this year?that 바카라사이트 NIH and 바카라사이트 non-profit EcoHealth Alliance failed to effectively monitor sub-awards, including for work at 바카라사이트 Wuhan Institute of Virology on coronaviruses, which is central to 바카라사이트 lab-leak 바카라사이트ory of Covid-19’s origins.

Inspectors found that 바카라사이트 funder failed to follow up with 바카라사이트 grantees for almost two years. “With improved oversight, NIH may have been able to take more timely corrective actions to mitigate 바카라사이트 inherent risks associated with this type of research,” 바카라사이트 watchdog said.

The European universities have asked 바카라사이트 agency to reconsider 바카라사이트 strict new data requirements, while 바카라사이트ir US counterparts asked for clarification of 바카라사이트 apparent conflicts with local data laws.
