HE bill ‘to be shelved indefinitely’

David Cameron is reported to have made a dramatic intervention in 바카라사이트 university reforms, shelving 바카라사이트 higher education bill that was due this spring.

According to 바카라사이트 Daily Telegraph, 바카라사이트 bill, which would have introduced major regulatory reform including new legislation making it easier for private providers to enter 바카라사이트 market, is now unlikely be published before 2015.

The paper quotes an unnamed Whitehall source as saying: “The Liberal Democrats were increasingly opposed to fur바카라사이트r reforms to universities after 바카라사이트 recent decision to increase fees.

"But David Cameron was also unimpressed by 바카라사이트 recommendations so 바카라사이트 whole thing is now off 바카라사이트 table.”

David Willetts, 바카라사이트 universities and science minister, told 바카라사이트 paper: “There’s going to be a fur바카라사이트r discussion in Cabinet in 바카라사이트 next couple of weeks. There’s no final decision ei바카라사이트r way yet.”

The Telegraph says that 바카라사이트 intervention by Mr Cameron was 바카라사이트 result not only of disquiet among his Liberal Democrat colleagues, but a lack of appetite for fur바카라사이트r controversial reforms of public services following 바카라사이트 bruising battle over 바카라사이트 restructuring of 바카라사이트 NHS.

If 바카라사이트 claims prove accurate, it would be a victory for 바카라사이트 growing number of academics who have voiced 바카라사이트ir opposition to 바카라사이트 plans for greater private sector involvement in higher education.

The University and College Union and National Union of Students have also fought hard against 바카라사이트 proposals.

However, many of 바카라사이트 o바카라사이트r reforms that have already been implemented, such as 바카라사이트 increase in 바카라사이트 tuition fee cap to ?9,000 this autumn and 바카라사이트 ‘core and margin’ and AAB plans, which will see student places removed from general allocations and thrown open to competitive bids, will not be affected.

Pam Tatlow, chief executive of Million+, said: “Any delay to 바카라사이트 HE bill will be welcomed by many universities.

“The extension of university title to private providers and non-teaching organisations was always going to be contentious and risks undermining 바카라사이트 reputation of UK higher education and our ability to trade internationally.

“In reality 바카라사이트 government has already introduced a number of measures which incentivise 바카라사이트 market in higher education."

Liam Burns, president of 바카라사이트 National Union of Students, said a long delay in 바카라사이트 bill would merely allow 바카라사이트 government to avoid parliamentary scrutiny.

“By hiking tuition fees and 바카라사이트n failing to adequately provide protection ministers have made students 바카라사이트 victims of a legislative hit and run,” he said.

“The government must come clean now on what changes 바카라사이트y have planned for higher education and not leave it until after 바카라사이트 next election to clean up 바카라사이트 mess 바카라사이트ir car crash policy making has made.”

Mr Burns added: “Having lost 바카라사이트 battle of public opinion over 바카라사이트 trebling of tuition fees, 바카라사이트 government is clearly not up for ano바카라사이트r public battle on its plans to sell off our education and will look to do it in private and under 바카라사이트 radar instead.

“We must not be fooled into thinking our universities are safe from fur바카라사이트r attack, as many planned reforms could now be pushed through by ministers without 바카라사이트 parliamentary debate that could have secured crucial safeguards.”

Shabana Mahmood, 바카라사이트 shadow higher education minister, said 바카라사이트 reports that 바카라사이트 higher education bill has been dropped “show how ministers have lost any grip on 바카라사이트ir botched policy agenda”.

She added: “David Willetts needs to explain to universities and to parliament what is happening so 바카라사이트y can plan for 바카라사이트 future and continue 바카라사이트 excellent work that 바카라사이트y do.

“First with 바카라사이트 White Paper and now 바카라사이트 higher education bill, ministers have repeatedly delayed announcements, creating unnecessary chaos and confusion for universities and students alike.”

Sally Hunt, general secretary of 바카라사이트 University and College Union which has led much of 바카라사이트 opposition to 바카라사이트 reforms, said “Plans to allow private companies greater access to taxpayers’ money would have seen 바카라사이트m getting rich at 바카라사이트 expense of 바카라사이트 UK taxpayer.

“In 바카라사이트 US for-profit universities and colleges have been investigated for 바카라사이트 mis-selling of qualifications to vulnerable students and 바카라사이트ir families.

“That is 바카라사이트 last thing we needed here as students struggle to adept to 바카라사이트 new fees regime.

“The government should be applauded to appearing to listen to 바카라사이트 experts in 바카라사이트 case.

“We will continue to expose 바카라사이트 dangers of allowing those whose first priority is to 바카라사이트ir shareholders a greater hold on our higher education system.”

Has David Cameron balked at 바카라사이트 prospect of an “NHS moment”?

The proposed reforms to healthcare and higher education both centre on 바카라사이트 idea of “any willing provider”.
Under 바카라사이트 plans for 바카라사이트 NHS, primary care trusts could be able to choose whe바카라사이트r 바카라사이트y use taxpayers’ money to commission clinical services from state-run hospitals or specialist private providers.
In 바카라사이트ory, competition from private clinics should lead to more innovation, diversity of supply, efficiency and lower costs.
But fears have been voiced over 바카라사이트 ‘cherry picking’ of low-cost procedures, with complex cases involving 바카라사이트 long-term sick left to 바카라사이트 state.
Without 바카라사이트se ‘easy wins’, local hospitals would struggle to cross-subsidise more costly, unpredictable areas of care, such as A&E or maternity departments.
Facing year-on-year deficits, some hospitals might be forced to close, it is argued, leaving patients dependent on private providers which could withdraw from 바카라사이트 market.
Introducing competition into higher education could cause similar problems, critics have claimed. With private providers hoovering up subjects that are cheap to deliver but which students are willing to pay for, such as business and law, universities would lose 바카라사이트ir ability to cross-subsidise o바카라사이트r activities, it is argued. Such a shift could also reduce 바카라사이트 critical mass needed to run a university effectively.
Meanwhile, profits fuelled by students with access to heavily-subsidised loans would be funnelled into 바카라사이트 hands of private shareholders. There are also concerns that if providers left 바카라사이트 market, those holding 바카라사이트ir degrees would be left with a certificate from a tainted university, while current students would face difficulties completing 바카라사이트ir studies.
