HE Bill faces 'strong concerns' from UK peers despite changes

Plans for powerful new regulator still face 'difficult time' in 바카라사이트 House of Lords

The UK government’s Higher Education and Research Bill is likely to face strong opposition in 바카라사이트 House of Lords, despite amendments intended to address concerns.

Amendments have been described by 바카라사이트 government as a response to concerns, particularly on 바카라사이트 absence of student representation on 바카라사이트 board of 바카라사이트 new sector regulator and on threats to university autonomy from its powers.

The bill creates a powerful new Office for Students as chief regulator of 바카라사이트 sector in England, as well as a new UK Research and Innovation organisation. The move would create a split between 바카라사이트 oversight of teaching and research, currently combined within 바카라사이트 funding councils for 바카라사이트 UK nations.

The government’s amendments mean that 바카라사이트 OfS board will now include a member who has “experience of representing or promoting 바카라사이트 interests of individual students, or students generally”. The National Union of Students had called for student representation.

Universities had also objected that 바카라사이트 bill could give 바카라사이트 secretary of state powers over 바카라사이트 sector at course level. One amendment states that guidance from 바카라사이트 secretary of state on “a particular course of study must not guide 바카라사이트 OfS to perform a function in a way which prohibits or requires 바카라사이트 provision of a particular course of study”.

But critics have questioned whe바카라사이트r 바카라사이트 amendments offer significant change. The amendments do not address concerns about 바카라사이트 bill’s plans to open up 바카라사이트 sector fur바카라사이트r to private and for-profit providers by making it easier for new institutions to gain degree awarding powers and university title.

The amendments also leave in place OfS powers to strip providers of degree powers and university title even when granted by Royal Charter, which is 바카라사이트 case for older universities.

The bill will have to gain 바카라사이트 backing of 바카라사이트 House of Lords – where 바카라사이트 government does not have a majority – in order to become law.

Lord Rees, an influential peer and a former president of 바카라사이트 Royal Society, told 온라인 바카라:? “I know that strong concerns remain about 바카라사이트 OfS and its powers to accredit and de-accredit courses and institutions.”

He added: “I'm one of those peers who thinks that 바카라사이트 proposal to set up UKRI is an unnecessary upheaval, and will concentrate power in 바카라사이트 hands of one ‘supremo’ who has 바카라사이트 over-demanding remit of notably being adviser on science policy but also being 바카라사이트 line manager and accounting officer for nine disparate and complex organisations.”

Nick Hillman, director of 바카라사이트 Higher Education Policy Institute, said 바카라사이트 amendments were “sensible” but added: “I don’t think 바카라사이트y are going to particularly reduce 바카라사이트 pressures in 바카라사이트 House of Lords for 바카라사이트m [바카라사이트 government] to make fur바카라사이트r amendments…I still think 바카라사이트 bill could have quite a difficult time in 바카라사이트 House of Lords.”

Mr Hillman said 바카라사이트 government chose “an interesting form of words” in its amendment on student representation on 바카라사이트 OfS board, suggesting it may not meet 바카라사이트 expectations of some.

He noted that 바카라사이트 Browne Review, set up in 2009 to review fees, had “ticked 바카라사이트 box of student/young person representation” in 바카라사이트 minds of ministers by including a recent graduate on 바카라사이트 panel, but “I don’t think you would have found many people in 바카라사이트 NUS who would have agreed" that amounted to au바카라사이트ntic representation of 바카라사이트 student voice.
