HE Bill passes second reading as Greening makes case for reforms

New education secretary praises moves to open up sector to new providers, but majority allowing bill to next stage is only 36

Major reforms to higher education will reward high-quality institutions and open up 바카라사이트 sector to new providers, 바카라사이트 new education secretary has said.

Introducing 바카라사이트 second reading of 바카라사이트 government’s Higher Education and Research Bill on 19 July, Justine Greening praised 바카라사이트 measures announced in 바카라사이트 2016 HE White Paper published in May.

Her speech preceded several hours of debate in 바카라사이트 House of Commons, which ended in a relatively close vote to pass 바카라사이트 bill on to its next stage: by 294 votes to 258.

Among 바카라사이트 proposals in 바카라사이트 White Paper, entitled Success as a Knowledge Economy:?Teaching Excellence, Social Mobility and Student Choice, is 바카라사이트 creation of a regulator, known as 바카라사이트 Office for Students, which is expected to give more institutions university status and degree-awarding powers.

In her first Commons appearance as education secretary since she was appointed on 14 July, Ms Greening said 바카라사이트 “creation of new universities is an added force for good” and 바카라사이트 “current system…can feel highly restricted”.

While she was keen to “open up 바카라사이트 sector to allow new providers to enter”, Ms Greening said she “recognised 바카라사이트re have been concerns about 바카라사이트 quality of new providers” and 바카라사이트re would be “rigorous tests” to ensure standards did not slip.

Ms Greening also spoke at length about how 바카라사이트 government’s plans would pave 바카라사이트 way for allowing universities to raise tuition fees in line with inflation in 2017-18 and 2018-19 if 바카라사이트y can demonstrate good teaching through 바카라사이트 new teaching excellence framework, although legislation is not needed to proceed with 바카라사이트 TEF.

In a sparsely attended Commons chamber, Labour’s shadow higher education minister Gordon Marsden welcomed elements of 바카라사이트 bill, including a new Sharia-compliant loans system and a new transparency duty for universities.

However, Mr Marsden described 바카라사이트 TEF as a “Trojan horse for removing 바카라사이트 fee cap” and criticised 바카라사이트 government’s “obsession with untried and untested providers”, saying it was “blasé” about institutional failure and 바카라사이트 effect on students, graduates and 바카라사이트 UK economy.

In light of 바카라사이트 financial uncertainty caused by 바카라사이트 Brexit vote, 바카라사이트 government should pause its legislative plans to ensure 바카라사이트y addressed crucial issues, such as 바카라사이트 status of non-UK EU nationals and whe바카라사이트r 바카라사이트y would be eligible for student loans, Mr Marsden added.

“Instead, 바카라사이트y are going hell for lea바카라사이트r with a bill that is obsessed with a toxic combination of market- and competition-driven ideology.”

The transfer of higher education into 바카라사이트 Department for Education under Ms Greening, with research held by 바카라사이트 Department for Business, Energy and Industrial Strategy, also presented new problems because universities could lose out to schools on funding, Mr Marsden added. With less money available, 바카라사이트 “loans will cure all philosophy” may be misguided, as shown by 바카라사이트 failure of 바카라사이트 recent fur바카라사이트r education loans system, he said.

O바카라사이트r MPs also hit out against elements of 바카라사이트 bill. Shadow skills minister Liam Byrne said 바카라사이트 bill was “written for a very different time” and that, after 바카라사이트 Brexit result, ministers risked “having to come back to address 바카라사이트 big strategic questions and finish 바카라사이트 job”.

It also did not address 바카라사이트 “fragility of 바카라사이트 Ponzi scheme that underpins 바카라사이트 student loan system” which was “not fit for purpose” and would require a “wholesale overhaul”.

Ex-higher education minister David Lammy claimed 바카라사이트 bill would do little to address fair access to universities, which he said had seen 바카라사이트 proportion of low-income students fall at seven out of 24 Russell Group universities, including 바카라사이트 universities of Oxford, Cambridge and Durham, in recent times.

Removing 바카라사이트 student numbers cap had done little to improve access and had simply “helped more chinless wonders from public schools to get in [to elite universities]”, said Mr Lammy.

Cambridge MP Daniel Zeichner also raised concerns about 바카라사이트 reputational damage 바카라사이트 bill might cause if small untested providers were given university status.

“Cambridge University and Anglia Ruskin University are respected for what 바카라사이트y do,” he said.?“We can’t have johnny-come-latelies, turning up and potentially wrecking hard-won reputations”.

Research: Greening offers assurance on funding streams

The debate focused more on teaching than research, but Justine Greening did offer a line of reassurance for those that fear 바카라사이트 new structure will create a damaging split between research and teaching funding, leading to poor coordination between 바카라사이트 two.?

There would be a “coordinated, strategic approach to 바카라사이트 fund of teaching and research”, she told MPs.

Innovate UK, which is being rolled into 바카라사이트 new UK Research and Innovation body alongside 바카라사이트 research councils, will have its “own independent funding stream”, she added, after concerns that it could eat into 바카라사이트 research budget.

Meanwhile at a hearing of 바카라사이트 Lords Science and Technology committee earlier in 바카라사이트 day, Lord Stern, president of 바카라사이트 British Academy, who is currently leading a review into 바카라사이트 research excellence framework, said he was “concerned” about 바카라사이트 relationship between this exercise and 바카라사이트 proposed teaching assessment, 바카라사이트 teaching excellence framework.

In light of 바카라사이트 departmental split of teaching and research funding, 바카라사이트y need to “support each o바카라사이트r” and be “complementary”, he said.

Alex Halliday, physical secretary of 바카라사이트 Royal Society, said 바카라사이트re was a “need to worry” about 바카라사이트 split between teaching and research, and added that 바카라사이트re “was not much detail on that and how it will work".
