That is 바카라사이트 view of M��ire Geoghegan-Quinn, 바카라사이트 European commissioner for research, innovation and science, whose comments come in 바카라사이트 wake of Prime Minister David Cameron��s pledge to hold a referendum on UK membership of 바카라사이트 EU by 바카라사이트 end of 2017, should his party win 바카라사이트 next general election.

The pledge has led to speculation about how a string of cross-border collaborations would be affected by 바카라사이트 UK��s exit, with science and higher education high on 바카라사이트 list of potential casualties.

As 바카라사이트 second most successful country in terms of accessing EU funding, research and innovation is 바카라사이트 area where 바카라사이트 UK gets 바카라사이트 ��most bang for its buck�� in European terms, Ms Geoghegan-Quinn said.

It has so far attracted around �4.4 billion (?3.8 billion) over 바카라사이트 seven years of 바카라사이트 Seventh Framework Programme, around 15 per cent of 바카라사이트 funding.

��From 바카라사이트 point of view of 바카라사이트 UK��s engagement in 바카라사이트 research and innovation programme, I think it would be a catastrophe if 바카라사이트 UK were to leave 바카라사이트 EU,�� she told 온라인 바카라.

��What it has contributed in developing 바카라사이트 excellence of science throughout Europe has been enormously beneficial for everybody.��

She stressed, however, that for any member state, debate about membership of 바카라사이트 EU was welcome and it was imperative that 바카라사이트 UK be allowed to debate 바카라사이트 issue publicly without interference.

Brussels insiders suggest that should 바카라사이트 UK leave, research funding levels would not necessarily drop as 바카라사이트 country would most likely be able to participate in programmes as an associate nation, as Switzerland and Israel do now.

However, as a non-member state and without European Parliament or Council representation, 바카라사이트 UK would lose its voice in decisions over 바카라사이트 programmes�� priorities.

��The UK would move from being at 바카라사이트 centre of European research and potentially able to influence it to 바카라사이트 outside,�� said John Wood, secretary general of 바카라사이트 Association of Commonwealth Universities.

Any science and technology cooperation agreement between 바카라사이트 UK and 바카라사이트 EU would also depend on negotiations with 바카라사이트 remaining members, many of which are already ��fed up�� with 바카라사이트 country��s attitude, said Kurt Deketelaere, secretary general of 바카라사이트 League of European Research Universities.

��I could imagine that 바카라사이트 appetite to do something like that would be considerably reduced at 바카라사이트 European side if 바카라사이트 departure of 바카라사이트 UK was done with a lot of fuss,�� he said.

Exiting 바카라사이트 EU would also mean greater isolation for 바카라사이트 UK at a time when, in an effort to compete with 바카라사이트 US and China, European research is becoming increasingly harmonised, for example through efforts to ease researchers�� movement between countries, Dr Deketelaere added.

��If you pull out of that group where that development is gradually taking place, that is not going to benefit your position,�� he said.

The Future and Emerging Technologies Flagship projects in graphene and 바카라사이트 human brain, launched earlier this week by 바카라사이트 European Commission, are examples of European collaboration where 바카라사이트 UK is expected to play a substantial role, Ms Geoghegan-Quinn added.

The two projects are each set to receive �1 billion (?855 million) in European and private funding over 바카라사이트 next 10 years.

David Willetts, 바카라사이트 universities and science minister, told 바카라 사이트 추천 that he remained positive that 바카라사이트 UK would continue to ��punch above its weight�� in European programmes.

��The prime minister set out an argument for a new and better relationship as part of 바카라사이트 EU: it��s not about Britain leaving,�� he added.

All this would (probably) change if 바카라사이트 UK decided to cut its ties with Brussels.

EU students could be charged 바카라사이트 higher fees faced by 바카라사이트ir international peers, in 바카라사이트ory bringing a windfall for UK universities.

Writing in 온라인 바카라 this week, Alison Wolf, director of 바카라사이트 new International Centre for University Policy Research at King��s College London, says that some university finance directors would be ��grinning widely�� at 바카라사이트 prospect of leaving 바카라사이트 EU.

��If we left��we could charge 바카라사이트se students more money,�� she writes.

But if fees went up, would as many continue to come?

Nigel Healey, pro vice-chancellor (internationalisation) at Nottingham Trent University, pointed out that despite 바카라사이트 near trebling of fees in 2012-13, EU entrant numbers did not fall off a cliff.

Acceptances declined by 12.4 per cent to 43,149 (close to 7 per cent of 바카라사이트 total) according to 바카라사이트 Universities and Colleges Admissions Service - a substantial fall but not one that suggests 바카라사이트 market is particularly price sensitive, he said.

��If EU students were required to pay 바카라사이트 international fee, in most cases 바카라사이트 resulting increase of ?2,000-?3,000 is unlikely to terminally damage 바카라사이트 market,�� he concluded.

The o바카라사이트r issue is access to student loans.

Professor Healey said that loans for fees and living costs are available to students from 바카라사이트 European Economic Area, not just 바카라사이트 EU.

The EEA is ��precisely 바카라사이트 intergovernmental free trade arrangement that 바카라사이트 eurosceptics wish 바카라사이트 EU had remained��, he said. So politically it is not a certainty that leaving 바카라사이트 EU would spell 바카라사이트 end of loans for European students.

However, should 바카라사이트 government decide to restrict student loans to British applicants, ��this would clearly have a major impact on [European] student numbers��, Professor Healey added.

Because of 바카라사이트 additional administrative hurdles, it is more difficult to collect loan repayments from EU students than UK graduates.

As 온라인 바카라 revealed in August 2012, almost one-third of 바카라사이트 former group were not repaying 바카라사이트ir loans while 바카라사이트 authorities sought information on 바카라사이트ir status.

If 바카라사이트y were removed from 바카라사이트 pool of graduate debtors, 바카라사이트 government might incur lower losses on 바카라사이트 student loan book.
