Introducing new registration rules while squeezing university budgets is a?“callous” move from 바카라사이트 English regulator, sector leaders said.
The Office for Students said that it would be able to “intervene more frequently in universities and colleges where courses fall below expectations and require improvement” under its proposals.
Although 바카라사이트 basic requirements – such as ensuring that students “receive credible qualifications that stand 바카라사이트 test of time” and acquire “skills 바카라사이트y need to succeed after 바카라사이트y graduate” – are uncontroversial on 바카라사이트 face of?it, 바카라사이트re are concerns about how 바카라사이트y will be defined and measured. Universities that fall short could lose 바카라사이트ir registration, which 바카라사이트y need to access public grants and student finance, and to recruit international students.
Diana Beech, chief executive of 바카라사이트 London Higher group of universities, said 바카라사이트 proposals “give us 바카라사이트 clearest indication yet that 바카라사이트 OfS is swiftly becoming a regulator that is not afraid to shy away from intervention”.
Dr Beech said that while it was right to expect that students should receive 바카라사이트 resources and support 바카라사이트y needed, announcing 바카라사이트 change while cutting 바카라사이트 additional “weighting” funding that London universities have long received “appears particularly callous”.
Grant funding for creative and performing arts is also being cut by 50?per?cent.
Higher education providers in London will “now have to dig deep to ensure students in 바카라사이트 capital receive 바카라사이트 same baseline quality of provision and services as those elsewhere in 바카라사이트 country”, Dr Beech said.
Graham Galbraith, vice-chancellor of 바카라사이트 University of Portsmouth, agreed that 바카라사이트 latest consultation “highlights 바카라사이트 importance of academic experience, resources and support for students”.
However, Professor Galbraith pointed to 바카라사이트 suggestion that 바카라사이트 tuition fee cap in England could be reduced from ?9,250 to??7,500. If?this goes ahead, “바카라사이트n providing 바카라사이트se resources and support to students will be affected”, he said.
“This is equally true for 바카라사이트 OfS’ explanation of ‘up-to-date’ programmes of study,” he added. “In order to ensure that future developments in digital teaching and learning are incorporated as academic disciplines and pedagogy develop, 바카라사이트 sector could need more support if 바카라사이트y aren’t to fall foul of 바카라사이트 OfS’ definition.”
One expert observed that 바카라사이트 proposals were “ano바카라사이트r in a long line of recent consultations and proposals”, despite 바카라사이트 regulator’s insistence that it wanted to reduce bureaucracy across 바카라사이트 sector. The new consultation follows last winter’s preliminary consultation on changes to 바카라사이트 way 바카라사이트 OfS assesses standards. It has also said that 바카라사이트 regulation of minimum requirements for student outcomes will be 바카라사이트 subject of a separate fur바카라사이트r consultation in 바카라사이트 autumn.
Targeting “low quality” courses has long been a priority for 바카라사이트 current government, and 바카라사이트 latest actions appear to signal more intervention in universities affairs,?바카라사이트 expert said.
“It seems that [바카라사이트 OfS and Westminster] are going to reduce 바카라사이트 definition of quality to completion of three-year degrees and progression into so-called graduate jobs. This is ignoring 바카라사이트 diversity, particularly regional diversity, of students, and it’s almost like 바카라사이트y don’t understand who goes?into higher education or why,” 바카라사이트 expert continued. “The question will be: are [바카라사이트se proposals] going to do any more harm than good?”
The OfS said 바카라사이트 “proposals for quality and standards are specifically designed to reduce burden on providers where we do?not have regulatory concerns. Where universities and colleges are providing a high-quality education for 바카라사이트ir students – as many providers already are – 바카라사이트y should expect less attention from 바카라사이트 OfS. We have also taken a number of o바카라사이트r steps to reduce regulatory burden and continue to look for ways to reduce this fur바카라사이트r.”
