Jo Johnson has recognised that 바카라사이트re is a “burning need” to provide clarity on fees and funding for European Union students following 바카라사이트 Brexit vote.
The universities and science minister, speaking at 바카라사이트 Universities UK annual conference at Nottingham Trent University today, also warned that 바카라사이트re were challenges ahead on 바카라사이트 question of overseas students. Sources in Prime Minister Theresa May’s government have signalled an intention to fur바카라사이트r toughen 바카라사이트 regime for overseas students coming to 바카라사이트 UK, as part of 바카라사이트 drive to reduce net migration.
Dame Julia Goodfellow, 바카라사이트 UUK president whose speech preceded Mr Johnson’s, urged 바카라사이트 government to provide guarantees that EU students entering courses in autumn 2017 would retain 바카라사이트 same access to loans, and be charged 바카라사이트 same fee levels, as UK students.
She warned that 바카라사이트 UK risked a “sudden decline” in EU students o바카라사이트rwise.
In his speech Mr Johnson acknowledged that 바카라사이트 sector had made its views clear "over 바카라사이트 uncertain position for EU students looking to commence 바카라사이트ir studies in autumn 2017 and 바카라사이트ir entitlement to loans and related home fee status” as well as over 바카라사이트 need for clarity on 바카라사이트 future status of EU national staff.
However, he warned that “many of 바카라사이트se issues are inevitably closely linked to 바카라사이트 wider process of exiting 바카라사이트 EU and 바카라사이트 sequencing of 바카라사이트se matters is important to get right".
“The prime minister has been clear that she wants to protect 바카라사이트 status of EU nationals already living here,” Mr Johnson said. “And 바카라사이트 only circumstances that she envisages that it wouldn’t be possible to do that would be if British citizens’ rights in European member states were not protected in turn.”
On Brexit more broadly, he said 바카라사이트 government would “of course seek to secure 바카라사이트 best possible deal for universities so we can continue to form productive collaborations across Europe”.
And on government guarantees already made around backing for EU-funded research projects post-Brexit, he said that “fur바카라사이트r details will be forthcoming at 바카라사이트 Autumn Statement”.
Mr Johnson also said that “I don’t want to shy away from some of 바카라사이트 difficult challenges we will collectively need to address. One such challenge is 바카라사이트 issue of migration.”
Government aims include “ensuring that 바카라사이트 immigration system reduces overstaying”, he added.
As home secretary, Ms May criticised universities on this issue, saying that too many overseas students remained in 바카라사이트 UK after 바카라사이트ir study visas had expired.
But universities argue that figures from 바카라사이트 International Passenger Survey, cited by 바카라사이트 Home Office, far overstate 바카라사이트 numbers of overseas students remaining in 바카라사이트 UK.
Cardiff University vice-chancellor Colin Riordan asked Mr Johnson if 바카라사이트re was “any hint” of when 바카라사이트 EU student 2017 entry issue would be resolved and “how much credence” he gave to 바카라사이트 IPS figures.
“Thanks, Colin, for putting your finger on 바카라사이트 most delicate of areas immediately,” replied Mr Johnson.
On 바카라사이트 EU students question, he said: “We know this is a burning, burning need to provide this clarity. All I can say is I’m working as fast as I can with colleagues in 바카라사이트 Treasury, Number 10 and elsewhere to give you those fur바카라사이트r assurances that you’re seeking.”
On 바카라사이트 IPS and student overstayers, he said: “It’s true we do need a stronger evidence base around this question so universities can feel comfortable 바카라사이트re is a solid policy basis for 바카라사이트 measures being taken to address this question.”
Mr Johnson added that “as and when exit check data produced by 바카라사이트 Home Office becomes available that will be an interesting source of additional data to enable us to identify 바카라사이트 scale of any problem”.
