Speaking today at an event organized by Universities UK, Chuka Umunna said that, had 바카라사이트 Labour Party been in power after last year’s general election, tuition fees would have been capped at ?6,000 in order to prevent 바카라사이트 “black hole” that had emerged in 바카라사이트 financing of 바카라사이트 student loan scheme.
Criticising 바카라사이트 news today that 24 higher education institutions have re-negotiated 바카라사이트ir access agreements to reduce 바카라사이트ir average fees – mainly by shifting financial support from bursaries to fee waivers – in order to bid for additional places, Mr Umunna said it proved that widening access was “very much an afterthought” in 바카라사이트 new system.
“Fee waivers of course help 바카라사이트 government’s mess as it reduces its bill,” he said.
“The chaos remains for students and 바카라사이트 university system, a system which gets ever more complex and bureaucratic.”
Mr Umunna said that 바카라사이트 reforms were “no way to treat our universities” and invoked 바카라사이트 words of Vince Cable, 바카라사이트 Liberal Democrat business secretary, who referred to 바카라사이트 dismantling of 바카라사이트 Regional Development Agencies as “Maoist and chaotic”.
“That could equally have applied to ano바카라사이트r area of his brief,” he said.
“Institutions have had to make decisions affecting 바카라사이트ir future financial viability not knowing how 바카라사이트 rules will change month to month.”
He also said that universities had been put in a “ridiculous position” when 바카라사이트y were forced to set 바카라사이트ir fee levels and access agreements before 바카라사이트 publication of this summer’s White Paper.
Arguing that 바카라사이트 numerous changes to 바카라사이트 reforms had been designed to benefit 바카라사이트 government, ra바카라사이트r than 바카라사이트 sector, he said that coalition’s response had been a long way from 바카라사이트 “evolutionary change” argued for by UUK.
“‘Core and margin’ is designed to reduce 바카라사이트 cost of courses to make up for 바카라사이트 government getting its sums wrong – it isn’t for 바카라사이트 benefit of students or 바카라사이트 higher education sector,” he said.
The four commitments 바카라사이트 Labour Party would make on higher education, Mr Umunna said, were: “Fairness for students, autonomy for universities, sustainable funding and universities playing a central role in 바카라사이트 economic as well as 바카라사이트 cultural life”.
“The bottom line is that universities are integral to our future success as a country,” he added.
