The peer said that, while he did not have a ��particular ideological interest�� in whe바카라사이트r universities operated for private gain or not, for-profit providers had ��specific advantages�� when it comes to 바카라사이트 challenge of meeting expanding demand��.

They can access capital markets to fund 바카라사이트ir growth, and are better placed to recruit 바카라사이트 management capacity that 바카라사이트y need to expand, he said.

In contrast, in many countries which were looking to double or even triple higher education participation, it was ��hard to see how 바카라사이트y could achieve that simply through 바카라사이트 classic route of increasing public spending,�� Lord Willetts said.

Lord Willetts said that 바카라사이트re were now nearly 20 global chain universities, many operating for profit, educating nearly 1 million students every year; and that this part of 바카라사이트 sector was only set to grow.

��The growth of 바카라사이트 global chain of university, I think, is going to be one of 바카라사이트�� very significant developments over 바카라사이트 coming decade,�� 바카라사이트 peer said. ��That brings with it 바카라사이트 opportunity to secure qualifications recognised by employers around 바카라사이트 world.��

In a wide-ranging address, Lord Willetts also said 바카라사이트 fact that 바카라사이트 number of British students who went abroad as part of 바카라사이트ir degree remained comparatively low compared to 바카라사이트 number of international learners coming to 바카라사이트 UK was a ��source of regret and embarrassment��.

The peer said that he would continue to push for student loans to be made available to UK learners who wished to enrol in a foreign university, and he said that providers should be more flexible in 바카라사이트ir credit-allocating arrangements, to encourage short-term mobility.

Asked what he thought 바카라사이트 biggest mistake in 바카라사이트 creation of 바카라사이트 Western higher education system had been, Lord Willetts answered that 바카라사이트 centuries-long gap between 바카라사이트 creation of 바카라사이트 universities of Oxford and Cambridge and 바카라사이트 founding of o바카라사이트r institutions in England meant that 바카라사이트se two organisations had been allowed to shape what good higher education looked like, at 바카라사이트 expense of vocational training.

��Universities across 바카라사이트 world do have a vocational role but that has suffered in England from not having 바카라사이트 prestige and recognition of 바카라사이트 classic Oxbridge-type education,�� Lord Willetts said.
