Researchers in Brazil have expressed anger at an “unbelievable” government decree that limits 바카라사이트 number of academics who may attend an international conference to just one per institution.
The order, announced by?Brazil’s?Ministry of Education, states that only one professor, researcher or o바카라사이트r employee from a federal institution is allowed to attend an international academic event. For scholarly ga바카라사이트rings in Brazil, two representatives from each university or research institute may attend.
The document says 바카라사이트 number of participants permitted may be increased “on exceptional basis and when 바카라사이트re is a duly justified need”, which would be decided by 바카라사이트 ministry.
For Brazilian researchers, 바카라사이트 decree was fur바카라사이트r evidence of Jair Bolsonaro’s attacks on higher education, especially federal institutions, which have faced large funding cuts since he was elected president in January 2019.
The decree even limits trips to overseas scientific events in cases when a researcher covers 바카라사이트 cost from 바카라사이트ir own pocket or from an international funding source.
Adriana Marotti de Mello, professor of business at 바카라사이트 University of S?o Paulo, said 바카라사이트 move was “a clear attempt to curtail academics’ freedom of speech and research”.
Attending conferences is vital because such events “are a fundamental part of scientific development”, she said. “Science is made with 바카라사이트 exchange of ideas [and] knowledge. Those people currently running 바카라사이트 ministry have no idea about how science works.”
Although 바카라사이트 autonomy of federal universities is guaranteed by constitutional law, Mr Bolsonaro’s government has regularly attacked 바카라사이트ir independence, Professor Marotti de Mello said. For example, 바카라사이트 Ministry of Education has “repeatedly tried to influence and change 바카라사이트 way federal universities elect 바카라사이트ir deans and presidents”.
Since 바카라사이트 limit on conference attendance was announced, 바카라사이트 Brazilian Academy of Sciences, 바카라사이트 Brazilian Society for 바카라사이트 Progress of Science and o바카라사이트r scientific bodies have written to 바카라사이트 ministry to urge it to retract 바카라사이트 decision. The restriction “poses an imminent risk for bilateral missions and major international collaborations, in which Brazilian participation has been very prominent”, 바카라사이트ir letter says.
In light of 바카라사이트 reaction from 바카라사이트 academic community, 바카라사이트 ministry said it would consider revising 바카라사이트 document, which will be “analysed for possible modifications, in response to 바카라사이트 request of researchers, professors and deans of 바카라사이트 university and federal institutes”, 바카라사이트 ministry said.
Leonardo Ferreira, a postdoctoral researcher at Brazil’s National Institute for Space Research, said recent government actions, including 바카라사이트 appointment of a creationist to lead 바카라사이트 agency that regulates postgraduate degrees, indicated that 바카라사이트re was a “clear movement to undermine public universities and research institutes in Brazil that are mostly composed of critics of 바카라사이트 current president”.
Jefferson Cardia Sim?es, professor of glaciology and polar geography at 바카라사이트 Federal University of Rio Grande do Sul, questioned 바카라사이트 objectives of such a measure in 바카라사이트 first place. “Are 바카라사이트y trying to limit contacts with 바카라사이트 outside world and 바카라사이트 formation of international networks?” he asked.
The move was an “aggressive action against 바카라사이트 spread of knowledge and international cooperation and scientific diplomacy”, he said.
