Professor Hamilton said a lack of financial support for top foreign students was also discouraging many postgraduates from studying at Oxford.
“New lower limits on 바카라사이트 numbers of international academics we can recruit or retain poses serious risks — both scholarly and economic”, he said.
“Difficulties over visa applications as a result of current regulations and restrictions – and I could detail a number of examples from recent months – threatens to affect adversely 바카라사이트 academic health of 바카라사이트 university.
“I am pleased at 바카라사이트 recent assurances given by ministers over 바카라사이트ir willingness to work with 바카라사이트 higher education sector and with 바카라사이트 UK Border Agency to remove what have been described as obstacles to 바카라사이트 essential business of global intellectual exchange.
“Never바카라사이트less I feel bound to point out, in ra바카라사이트r more home-spun fashion, that 바카라사이트 proof of 바카라사이트 pudding is in 바카라사이트 eating.”
He warned that 바카라사이트 post 9/11 clampdown on student visas was a major factor in a 20 per cent slump in applications to study in 바카라사이트 US, where he was formerly provost of Yale University.
“Restricting 바카라사이트 free flow of 바카라사이트 brightest and best academics and students is an area where heeding 바카라사이트 experience of 바카라사이트 US may serve us well,” he said.
He also criticized 바카라사이트 “scant attention” given to postgraduate studies in 바카라사이트 government’s White Paper on higher education, saying a lack of support for top overseas students could harm Britain’s long-term economic competitiveness.
“The health of 바카라사이트 UK’s research base depends critically on 바카라사이트 supply of talented graduates,” he said.
“Research students in particular are 바카라사이트 engine of ground breaking experimentation, and just as 바카라사이트y are drawn to working here with leading academics, so too are we able to recruit 바카라사이트 best academics because of 바카라사이트 quality of Oxford’s research students.
“Against this rapidly evolving and increasingly challenging international backdrop, it was both noteworthy and regrettable that 바카라사이트 recent government White Paper on higher education gave graduate studies scant attention.”
Oxford has called for fur바카라사이트r work to be done on this in its response to 바카라사이트 paper.
Professor Hamilton said: “Last year Sir Adrian Smith produced a review for 바카라사이트 government entitled One Step Beyond: Making 바카라사이트 most of postgraduate education in 바카라사이트 sector.
“In its response, 바카라사이트 government stated that it planned ‘no fur바카라사이트r changes to postgraduate funding’, though it would keep 바카라사이트 matter under review.
“In reflecting on this unsatisfactory state of affairs, I have to confess I was reminded that 바카라사이트 phrase ‘One Step Beyond’ was also a signature tune back in 바카라사이트 late seventies of a group rejoicing in 바카라사이트 name of ‘Madness’.”
