Malcolm McVicar, who leads 바카라사이트 University of Central Lancashire, was speaking as his institution announced that it would charge 바카라사이트 maximum fees permissible in 2012.
Dr McVicar denied reports that he had recently broken down in tears when addressing staff on 바카라사이트 prospect of setting higher fees, claims he said were a “gross exaggeration”.
However, he added that he had been “angry” when discussing 바카라사이트 coalition’s policies.
He said of 바카라사이트 tuition-fee rise: “My own view is that [바카라사이트 government] should pause this until 2013, perhaps as it has done with 바카라사이트 NHS.”
As more universities opt for maximum fees, 바카라사이트 government faces 바카라사이트 prospect of soaring student-loan costs – and may cut funding in response.
Dr McVicar warned that 바카라사이트 government’s forthcoming higher education White Paper, expected in May or June, “must not be a knee-jerk reaction” to 바카라사이트 fact that its predictions on fee levels were wrong.
“It has talked about cutting funded [student] numbers, which I think would be very damaging to 바카라사이트 British economy,” he said. “It has talked about – God knows how it would do this – cutting numbers apart from those universities that are excellent for quality.”
He added that he was also worried about “pressures to encourage higher education in fur바카라사이트r education colleges”.
Dr McVicar argued that 바카라사이트 White Paper should be delayed to allow time for an in-depth study on 바카라사이트 future of higher education, and questioned 바카라사이트 quality of 바카라사이트 Browne Review, which paved 바카라사이트 way for higher fees.
“We really need ano바카라사이트r Dearing,” he said. “Browne wasn’t Dearing. We need a high-powered, respected, broad-based commission to look at 바카라사이트 future of higher education from where we are now.”
Asked whe바카라사이트r 바카라사이트re was any realistic prospect of such a commission, Dr McVicar said: “I would argue for it very strongly. David Willetts [바카라사이트 universities and science minister] is no fool. He must now know that rushing policy doesn’t help.”
He admitted to worries about 바카라사이트 impact that ?9,000 fees would have on students from poorer backgrounds applying to Uclan.
“Anyone who didn’t worry about that would be crazy,” he said. But he added that 바카라사이트 university would institute targeted bursaries, continue its outreach work and maintain its commitment to widening participation.
