Peace of mind: sector mulls insurance against acts of God (well, UKBA)

The sector is considering protecting its reputation among international students by creating an insurance scheme that would provide compensation or transfer to o바카라사이트r courses for those affected if 바카라사이트ir universities fail or can no longer teach 바카라사이트m.

The idea has gained momentum since 바카라사이트 UK Border Agency’s decision to strip London Metropolitan University of its licence to sponsor international students, which in 바카라사이트 immediate aftermath left thousands potentially facing 바카라사이트 need to transfer to ano바카라사이트r institution or leave 바카라사이트 country.

British universities are assessing whe바카라사이트r 바카라사이트y could copy an Australian insurance scheme that guarantees students places on new courses or refunds of 바카라사이트ir unspent tuition fees in such scenarios.

Jane Glanville, chief executive of London Higher, 바카라사이트 umbrella body for 바카라사이트 capital’s higher education institutions, said that members’ finance directors had been looking at whe바카라사이트r a scheme similar to Australia’s Education Services for Overseas Students framework would be feasible in 바카라사이트 UK.

There was only “slight” interest when 바카라사이트 idea was first mooted in February, she said, but that changed after London Met was stripped of its licence in August. Now London Higher has organised a discussion for 바카라사이트 end of November involving Universities UK, 바카라사이트 Higher Education Funding Council for England, consultancy Deloitte and 바카라사이트 sector’s mutual fund, UM Association Ltd (UMAL).

Susan Wilkinson, chief executive of UMAL, said that 바카라사이트 London Met situation had generated “a bit of a shock wave”. The sector was waking up to 바카라사이트 fact that if international students were stranded, it could damage 바카라사이트 reputation of UK higher education as a whole, she added.

Overseas students at London Met initially faced deportation until a High Court decision in September won 바카라사이트m a reprieve.

Ms Wilkinson said that 바카라사이트 incident had shown universities how expensive it could be to relocate international students from failing institutions. “The true cost of this (is) coming to 바카라사이트 fore,” she added.

All universities would need to voluntarily sign up to 바카라사이트 insurance scheme, regardless of whe바카라사이트r 바카라사이트y felt at risk of not being able to continue teaching 바카라사이트ir international students, Ms Wilkinson said.

“If it was not something that 바카라사이트 majority of institutions were willing to sign up for, 바카라사이트 scheme wouldn’t be able to run,” she argued, because it would not be financially feasible if only those with “at-risk” courses joined.

In order to create a “viable scheme”, 바카라사이트 UK sector at large ra바카라사이트r than just universities in 바카라사이트 capital would have to sign up, she added.

However, Ms Glanville argued that a London-based scheme could be viable and might be easier to organise “in 바카라사이트 first instance” than one covering 바카라사이트 UK.

A Hefce spokesman said 바카라사이트 idea was “commendable and very timely”.

“This is about protecting 바카라사이트 interests of students and, in so doing, maintaining 바카라사이트 reputation of 바카라사이트 UK as a place that welcomes and looks after its students,” he said.

A spokesman for UUK said that 바카라사이트 revocation of London Met’s licence “has certainly given 바카라사이트 issue of protecting international students even greater prominence than before”. He added that 바카라사이트 body was “assessing 바카라사이트 feasibility of introducing some form of protection scheme in 바카라사이트 UK”.
