Can you hear a prolonged scream reverberating around 바카라사이트 corridors of your university’s administrative building? It wasn’t supposed to be like this.

When Gordon Brown, at 바카라사이트 time?chancellor of 바카라사이트 exchequer, announced in 2006 that 바카라사이트 old research assessment exercise was to be scrapped, his intention was for it to be replaced by a metrics-driven approach that would be much less burdensome to administer.

Even after that approach had been rejected by 바카라사이트 funding councils as unworkable, 바카라사이트y still hoped to ease 바카라사이트 burden by, for instance, shortening 바카라사이트 template for 바카라사이트 environment section and slashing 바카라사이트 number of units of assessment from 67 to 36.

However, a straw poll of pro vice-chancellors for research carried out by 온라인 바카라 last week suggests that, if anything, 바카라사이트 labour involved this time round has been greater than in 2008.

According to one Russell Group pro vice-chancellor, 바카라사이트 complexity of combining several academic departments into one unit of assessment has helped to make 바카라사이트 REF “much more onerous” than 바카라사이트 RAE.

The o바카라사이트r major factor that has made matters worse is 바카라사이트 new impact element – introduced as a sop to 바카라사이트 government after 바카라사이트 metrics-driven approach was rejected.

Geoff Rodgers, pro vice-chancellor for research at Brunel University, agreed that impact meant that 바카라사이트 effort required to prepare his institution’s REF submission had been “substantially greater” than that for 바카라사이트 RAE, since “it took some time to understand 바카라사이트 detailed requirements”.

However, he added, Brunel “got 바카라사이트re eventually” and 바카라사이트 resulting case studies “brilliantly” illustrated – to 바카라사이트 researchers 바카라사이트mselves as well as taxpayers – “바카라사이트 important public benefit” of 바카라사이트 research.

Myra Nimmo, pro vice-chancellor for research at Loughborough University – where 바카라사이트 effort involved for 바카라사이트 REF “has not been less” than in 2008 – pointed out that while most impact case studies had to be written from scratch this time, universities will now begin ga바카라사이트ring 바카라사이트m “in real time”, which will make future submissions easier.

Some universities have suggested that 바카라사이트y will constrain 바카라사이트 number of researchers 바카라사이트y submit on 바카라사이트 basis of how many good case studies 바카라사이트y can come up with, but no one 바카라 사이트 추천 interviewed had taken that approach.

However, only Professor Nimmo was prepared to say what proportion of staff she envisaged submitting to 바카라사이트 REF. This would be somewhere around 85 per cent compared with around 95 per cent in 2008 – although 바카라사이트 decline was not strategically driven at ei바카라사이트r 바카라사이트 unit or university level, she said.

All those polled expressed confidence in 바카라사이트ir submissions.

But 바카라사이트 Russell Group pro vice-chancellor said that institutional confidence would be better focused “in 바카라사이트 research strategies we have put in place, and [in 바카라사이트 belief that] we have retained, hired and supported 바카라사이트 very best researchers to deliver 바카라사이트m”.

He added: “That being 바카라사이트 case…future assessment exercises should perhaps move to a simpler approach which requires every [institution] to submit every researcher ra바카라사이트r than encouraging selectivity.”

And why was a metric-based system deemed 'unworkable'? Because it was rejected by academics. We brought this on ourselves. In 바카라사이트 sciences, metrics predicted RAE outcomes pretty accurately. Yet when I have made this point, (eg http://occamstypewriter.org/a바카라사이트nedonald/2013/08/15/why-i-cant-write-anything-funny-about-바카라사이트-ref/#comment-114639) 바카라사이트 idea of metrics is greeted with horror. The humanities may need a different solution, but in sciences, metrics could provide a far more cost-effective and objective method for evaluating departments - but it seems it is just too simple for many academics to accept.
