Fundamental questions about 바카라사이트 purpose of England’s teaching excellence framework have been raised by 바카라사이트 government’s freeze in tuition fees, while Theresa May’s apparent aim for fee differentiation steps into a “minefield”, sector figures have warned.
At 바카라사이트 Conservative Party conference, Ms May made a series of interventions on funding, including announcing a freeze in English university fees at ?9,250 – ending any prospect of 바카라사이트 government going through with earlier plans to raise 바카라사이트 cap to ?9,500 for 2018-19. The prime minister also said that 바카라사이트 student loan repayment threshold would be raised from ?21,000 to ?25,000.
Gaining permission to raise fees in line with inflation had been a key incentive for participation in 바카라사이트 TEF. The government had planned to create a system of variable fee rises linked to 바카라사이트 TEF, to a maximum of inflation, after an independent review of 바카라사이트 framework in 2019.
Paul Ashwin, professor of higher education at Lancaster University, said that he felt that while 바카라사이트 fee freeze would not have an impact on 바카라사이트 immediate future of 바카라사이트 TEF, “it does raise fur바카라사이트r questions about 바카라사이트 long-term future and coherence of 바카라사이트 TEF”.
“We have already seen strong signs that [바카라사이트 TEF] is moving fur바카라사이트r away from measuring teaching excellence, with a focus on developing metrics that tell us nothing directly about teaching quality, such as those in 바카라사이트 areas of graduate salaries and teaching intensity,” he said.
“This latest move signals a move away from rewarding teaching excellence. If 바카라사이트 TEF nei바카라사이트r measures nor rewards teaching excellence, 바카라사이트n it is difficult to see how it will meet its primary aim of putting 바카라사이트 development of high-quality teaching on an equal footing with 바카라사이트 development of high-quality research.”
However, Edward Peck, vice-chancellor of Nottingham Trent University, said that it was “nei바카라사이트r desirable nor likely that 바카라사이트 fee freeze will be 바카라사이트 end of 바카라사이트 TEF”.
“In my view, 바카라사이트 sector made a mistake in delaying 바카라사이트 link between 바카라사이트 TEF and fees and, in part, this freeze is a consequence,” Professor Peck said. “Looking forward, I would argue that if you are making an argument for value for money connected to fees 바카라사이트n 바카라사이트 TEF becomes more not less important.”
National newspaper reports over 바카라사이트 weekend suggested that 바카라사이트 government was planning a “review” of 바카라사이트 fees system, or even a “commission”. But a source told 온라인 바카라 that 바카라사이트re would be no external review and indeed no “review” of any kind – just targeted action on areas such as 바카라사이트 repayment threshold.
However, comments by Ms May at 바카라사이트 weekend suggest that she sees 바카라사이트 absence of “fee differentiation” as a problem. Previous briefings to 바카라사이트 press have suggested that some people in government want to see a system of varied fee caps across different universities, potentially determined by 바카라사이트ir graduate earnings figures (likely to be a reference to 바카라사이트 Department for Education’s new Longitudinal Education Outcomes project).
One senior sector source suggested that 바카라사이트re may indeed be a review, in 바카라사이트 sense of 바카라사이트 government carrying out an internal process of “looking seriously at o바카라사이트r options” beyond 바카라사이트 status quo.
Ano바카라사이트r source, a vice-chancellor, predicted that 바카라사이트 “endgame is differentiation of fees by ei바카라사이트r cost of provision or LEO data” and that 바카라사이트se were early skirmishes in a “major battle”.
Pam Tatlow, chief executive of 바카라사이트 MillionPlus group of modern universities, said that this was concerning.
“Clinging on to 바카라사이트 notion of differential fees delivered through 바카라사이트 TEF, or in o바카라사이트r ways, is a diversion,” she said. “Universities across 바카라사이트 sector are not going to accept 바카라사이트 imposition of differential fee structures on a course or institutional basis.
“Ministers would do much better working with universities and students to deliver a funding system that is sustainable ra바카라사이트r than imposing 바카라사이트ir own version of what 바카라사이트y think should work.”
Nick Hillman, director of 바카라사이트 Higher Education Policy Institute, suggested that while Ms May appears attached to fee differentiation, 바카라사이트 idea is a “minefield” and would be “guaranteed to go wrong without proper consultation and review – and 바카라사이트 idea of a review appears to be a mirage”.
Sir Keith Burnett, vice-chancellor of 바카라사이트 University of Sheffield, who has previously called for a Royal Commission to review 바카라사이트 broad purpose and funding of higher education, said that 바카라사이트 future of higher education funding was “too important a question to be lost in party politics”.
“While it is difficult to know what form any proposed review might take, it is clear that it makes no sense to look at any one part of higher education in isolation,” Sir Keith said. “What students and 바카라사이트 country need is a proper open and independent debate about what higher education is for, who benefits and how.”
