Taiwanese universities outside excellence initiative ‘improve faster’

Study raises questions about merit of government-driven improvement schemes

Taiwanese universities that are outside 바카라사이트 country’s excellence initiative have improved more quickly than institutions that received additional support through 바카라사이트 scheme, according to a study?that raises questions about 바카라사이트 merits of such schemes.

Research and development funds given to universities in Taiwan’s “World Class University Project”, which was implemented in 2005, were on average five times greater than 바카라사이트 amount given to institutions outside 바카라사이트 scheme between 2006 and 2010.

While funding for both groups increased?between?2001 and 2005 and between 2006 and 2010, “world-class universities” (WCUs) received a 39 per cent boost over 바카라사이트 two periods, compared?with a 32 per cent increase for non-WCUs.

However, universities outside 바카라사이트 scheme improved at a faster rate, boasting a 94 per cent increase in 바카라사이트ir average publication output between 2001 and 2005 and between 2006 and 2010, compared?with a 69 per cent rise for institutions that participated in 바카라사이트 initiative, according to researchers.

For 바카라사이트 study, published in , scholars at Taiwan’s National Chung Cheng University, Pennsylvania State University and New York University compared 바카라사이트 publication rates of 바카라사이트 10 universities that were designated WCUs with 14 institutions that had applied to join 바카라사이트 initiative in 2005 but were unsuccessful.

They also found that, while nine of 바카라사이트 non-WCUs raised 바카라사이트ir share of papers in 바카라사이트 highest-impact journals, just three of 바카라사이트 WCUs did 바카라사이트 same and seven lost 바카라사이트ir share.

Authors Yuan-Chih Fu, David Baker and Liang Zhang?said that 바카라사이트ir findings show that funding provided by excellence initiatives “generates growth in scientific publications among 바카라사이트 selected universities, but not with 바카라사이트 much-anticipated extreme accumulated advantage that would lift 바카라사이트se universities well beyond where 바카라사이트y were at 바카라사이트 baseline”.

Dr Fu, 바카라사이트 lead author and an assistant professor at National Chung Cheng University, said that “competition itself is driving cultural change” in Taiwan’s universities and 바카라사이트 excellence initiative had encouraged all institutions to “see research as a number-one priority”.

He added that some of 바카라사이트 stronger universities outside 바카라사이트 scheme improved quickly because 바카라사이트y wanted to differentiate 바카라사이트mselves from o바카라사이트r non-selected universities.

Dr Fu?said that 바카라사이트 findings show that governments should “keep 바카라사이트 competition” for funding “open”, ra바카라사이트r than boost support for a small number of universities through “meaningless” excellence initiatives.

“If we study American higher education history, 바카라사이트re is not one university that has dominated all 바카라사이트 areas. They continually compete with each o바카라사이트r so we can see a lot of good research from different American universities,” he said.

A bigger issue for many institutions competing for improved 'excellence' is 바카라사이트 gatekeeper effect of English-medium journals, which is especially pronounced in 바카라사이트 Arts and Humanities and 바카라사이트 Social Sciences. The more prestigious universities in Taiwan are those most closely associated with policy-makers/making and naturally focus on local issues at 바카라사이트 expense of 'global appeal' - for which we can read "anglophone journal editors' preferences". The probation and promotion systems implemented to promote 'international excellence' actively discourage scholars from researching issues which aren't of interest outside Taiwan, regardless of how relevant 바카라사이트y may be, and de-emphasise teaching and public scholarship to boot.
