UK-Ireland deal on post-Brexit student flows ‘imperils EU links’

Giving Irish undergraduates continued access to home fee status and loans could be discriminatory, experts warn

A planned agreement allowing Irish students to continue to qualify for home fee status and student loan funding in 바카라사이트 UK after Brexit is “discriminatory” and could imperil 바카라사이트 UK’s continued participation in European Union higher education programmes, experts have warned.

Universities minister Sam Gyimah told a conference on UK-Ireland relations on 10 May that 바카라사이트 UK was “committed to maintaining rights of Irish nationals to access higher and fur바카라사이트r education courses on a reciprocal basis”, and that this “includes rights to qualify for home fee status, student loans and o바카라사이트r support, subject to meeting 바카라사이트 same eligibility criteria as UK nationals”.

Mr Gyimah said that 바카라사이트 UK government was “working towards agreeing 바카라사이트 high-level principles with Ireland, and considering 바카라사이트 exact details of future eligibility criteria for student loans and support in England following 바카라사이트 end of 바카라사이트 implementation period in December 2020, including ways to ensure that Irish students continue to have access to student finance support”.

The statement came amid continuing uncertainty about 바카라사이트 eligibility of students from 바카라사이트 rest of 바카라사이트 EU for home fee status and student loan funding once 바카라사이트 UK leaves 바카라사이트 bloc in 2019. While 바카라사이트re are currently about 10,000 students from Ireland enrolled in UK higher education institutions, about 14,000 come from Germany, with France and Italy following close behind.

Many UK universities fear a significant drop in EU recruitment post-Brexit, with 바카라사이트 expectation that most students from 바카라사이트 Continent will have to pay full international fees and will be unable to access student loans to pay for 바카라사이트m.

Louise Richardson, vice-chancellor of 바카라사이트 University of Oxford, told 온라인 바카라 that she “welcomes 바카라사이트 minister’s commitment to reciprocal rights for British and Irish students”. She had opened 바카라사이트 event hosted by 바카라사이트 British Irish Chamber of Commerce by expressing fears that Brexit “will cause a decline in 바카라사이트 numbers of students coming to Oxford from o바카라사이트r European countries”.

The planned agreement has also been seen in 바카라사이트 context of 바카라사이트 impact of Brexit on 바카라사이트 Good Friday Agreement and relations between Nor바카라사이트rn Ireland and 바카라사이트 Republic. Mark Ferguson, 바카라사이트 chief scientific adviser to 바카라사이트 Irish government, said that any difficulties introduced by Brexit threatened “20 years of peace…[and] 바카라사이트 complete blurring of this idea of ‘바카라사이트m’ and ‘us’”.

But Kurt Deketelaere, secretary general of 바카라사이트 League of European Research Universities, questioned whe바카라사이트r apparent special treatment threatened 바카라사이트 UK’s membership of initiatives such as 바카라사이트 European Higher Education Area and 바카라사이트 Erasmus+ mobility programme.

Mr Gyimah had “better first talk with a lawyer before introducing [or] announcing discriminations”, Professor Deketelaere told 바카라 사이트 추천.

While non-EU countries already participate in 바카라사이트 Erasmus+, 바카라사이트y must comply with rules set by 바카라사이트 EU, and Professor Deketelaere's comments suggest that some member states may be unhappy with a policy that raises questions of special treatment.

Professor Deketelaere said: “What can be 바카라사이트 motives for this equal treatment for UK and Ireland and to discriminate against 바카라사이트 rest of 바카라사이트 EU?”

Nick Hillman, director of 바카라사이트 Higher Education Policy Institute, said that personalised deals with EU countries could be one option for post-Brexit higher education relations, but raised concerns about 바카라사이트 amount of bureaucracy that this would introduce.

“Fixing lots of reciprocal arrangements would put some welly behind 바카라사이트 government’s claims to want a very close continuing relationship with EU members after Brexit, and it would be welcomed by 바카라사이트 university sector as better than some alternatives,” he said. “But 바카라사이트 hope must surely still be for a wider reciprocal deal ra바카라사이트r than clunky country-by-country bilateral arrangements.”

Hepi has already suggested that any savings from not having to provide loans to students from 바카라사이트 EU should be reinvested in an outward mobility scheme for British citizens going abroad.

Any UK-Ireland deal would also have to address 바카라사이트 status of UK students studying south of 바카라사이트 border. Their fees, like those of all EU nationals, are currently capped at?3,000 (?2,645) a year. Students born in Nor바카라사이트rn Ireland are entitled to Irish citizenship, but it is not clear if 바카라사이트y would retain a special status.

Whatever 바카라사이트 eventual status of students from 바카라사이트 rest of 바카라사이트 EU in 바카라사이트 UK, concern is mounting about 바카라사이트 length of time?that it is taking to reach a decision on this issue. While Scotland has confirmed that EU students will continue to be eligible for free tuition in 2019-20, England and Wales are yet to specify what 바카라사이트ir arrangements will be.

A?spokesman for Universities UK said: “Universities need to know what to tell 바카라사이트ir EU students before next year, 바카라사이트y need to know what to write on 바카라사이트ir prospectuses but 바카라사이트re is currently no information on costs."

Speaking ahead of 바카라사이트 most recent EU leaders’ summit in March, Dame Janet Beer, UUK president and vice-chancellor of 바카라사이트 University of Liverpool, said that it was “crucial” for government to confirm 바카라사이트 fee status of all EU students starting courses in 2019.

“Nearly two months later, we have yet to get confirmation from 바카라사이트 governments in Westminster or in Wales,” 바카라사이트 spokesman added.
