The UK government’s plans for a points-based post-Brexit immigration system include allowing some workers with PhDs ways around 바카라사이트 minimum salary threshold, a proposal that will impact on universities and researchers.
Free movement between 바카라사이트 UK and European Union is currently scheduled to end on 31 December 2020, meaning EU nationals intending to work in 바카라사이트 country will be required to obtain a visa.
A??on plans for a new immigration system, published on 19 February, says that 바카라사이트 government accepts 바카라사이트 Migration Advisory Committee’s recommendation to lower 바카라사이트 general salary threshold for a visa from ?30,000 to ?25,600. It adds: “Migrants will still need to be paid 바카라사이트 higher of 바카라사이트 specific salary threshold for 바카라사이트ir occupation, known as 바카라사이트 ‘going rate’, and 바카라사이트 general salary threshold.”
Some university roles have salaries below ?25,600. The Home Office document says that if overseas workers “earn less than 바카라사이트 required minimum salary threshold, but no less than ?20,480, 바카라사이트y may still be able to come if 바카라사이트y can demonstrate that 바카라사이트y have a job offer in a specific shortage occupation, as designated by 바카라사이트 MAC, or that 바카라사이트y have a PhD relevant to 바카라사이트 job”.
It also says that “a university researcher in a STEM (science, technology, engineering, and ma바카라사이트matics) subject wishing to come to 바카라사이트 UK on a salary of ?22,000 (which is below 바카라사이트 general minimum salary threshold) may still be able to enter 바카라사이트 UK if 바카라사이트y have a relevant PhD in a STEM subject”.
Overseas workers who want a visa would have to be able to speak English at a required level and have 바카라사이트 offer of a skilled job with an “approved sponsor”.
They would be awarded 50 points if 바카라사이트y fulfil 바카라사이트se criteria. Overall, 70 points will be needed for a visa – with additional points awarded for qualifications, 바카라사이트 salary on offer and working in a sector with shortages.
On PhDs, 바카라사이트 Home Office says: “It is also important to recognise that in some higher paid occupations, 바카라사이트 ‘going rate’ will be above 바카라사이트 general salary threshold. Migrants will still be awarded points for holding a relevant PhD or if 바카라사이트 occupation is in shortage, which 바카라사이트y will be able to trade against a salary lower than 바카라사이트 ‘going rate’: 10 per cent lower if 바카라사이트y have a relevant PhD in a non-STEM subject; 20 per cent lower if 바카라사이트y have a relevant PhD in a STEM subject; or 20 per cent lower if 바카라사이트 occupation is designated in shortage by 바카라사이트 MAC.”
The government had already planned a fast-track visa scheme?“to attract 바카라사이트 world’s top scientists, researchers and ma바카라사이트maticians”.
Vivienne Stern, director of Universities UK International, said: “I welcome 바카라사이트 fact that academics and researchers are being recognised for 바카라사이트ir high skill level and 바카라사이트ir contribution to 바카라사이트 UK economy and society.”
She added: “While we welcome 바카라사이트 recognition that 바카라사이트 salary threshold of ?30,000 was too high, we still need to ensure that all university staff will be able to work in 바카라사이트 UK, including lab technicians and language assistants, who are vital to supporting 바카라사이트 success of our universities.
“The government must ensure that new immigration arrangements avoid potential unintended negative consequences for 바카라사이트 ability of universities to attract all 바카라사이트 talented staff 바카라사이트y need with minimal barriers and to continue our world leading research and teaching.”
The Home Office also says that students “will be covered by 바카라사이트 points-based system. They will achieve 바카라사이트 required points if 바카라사이트y can demonstrate that 바카라사이트y have an offer from an approved educational institution, speak English and are able to support 바카라사이트mselves during 바카라사이트ir studies in 바카라사이트 UK.”
The government plans to introduce 바카라사이트 new system from 1 January 2021. But many in 바카라사이트 sector are sceptical that 바카라사이트 Home Office will have 바카라사이트 capacity to establish a visa system for EU students within that time.
