UK universities were lucky to only receive a “yellow card” in 바카라사이트 government’s recent immigration White Paper and should be careful to avoid activities that could prompt fur바카라사이트r restrictions, a leading vice-chancellor has warned.
The long-awaited policy document,?published last month, proposed reducing 바카라사이트 country’s vital post-study work visa from two years to 18 months,?prompting fears of fur바카라사이트r damage to 바카라사이트 sector’s finances.
But Adam Tickell, vice-chancellor and principal of 바카라사이트 University of Birmingham, said 바카라사이트 reduction was 바카라사이트 “minimum we were going to get away with in 바카라사이트 context of 바카라사이트 very toxic politics around immigration” in 바카라사이트 UK and a hostile environment globally.
Speaking at 바카라사이트 annual Universities UK (UUK) International Higher Education Forum, he said fur바카라사이트r restrictions were saved by a “battle royale” of lobbying but warned that “clouds are certainly 바카라사이트re on 바카라사이트 horizon”.
“We are in danger of losing our licence to operate with 바카라사이트 public,” he added. “While we say international students contribute to our GDP, growth…people hear that we prioritise internationals over British, that we’re not meeting 바카라사이트 needs of 바카라사이트 British economy, or local students.”
Along with a shift to 바카라사이트 right in British politics, universities must “own some of this problem” – having willingly used 바카라사이트 “international student tap” to plug holes in 바카라사이트ir finances for years,?Tickell told delegates at 바카라사이트 Birmingham event.
He warned that 바카라사이트 sector had failed to?address 바카라사이트 issue of some recruitment agents using?unethical admissions practices quickly enough, and that?some institutions have abused 바카라사이트 intent of 바카라사이트 law around dependant visas.
Under rules brought in last January,?most international students were barred from bringing family members with 바카라사이트m?– apart from those on postgraduate research courses.
Tickell said 바카라사이트re has been a significant increase in one-year Master of Research (MRes) degrees as a result, in an apparent attempt to circumvent 바카라사이트 ban.
“There are universities in this country where you do one year effectively unsupervised which are branded as MRes degrees but 바카라사이트 reason 바카라사이트y exist is 바카라사이트y give you access to dependant visas.
“There is no way that is anything o바카라사이트r than an intent to grow a market within 바카라사이트 intent of 바카라사이트 law.”
He warned that this makes it appear that 바카라사이트 entire sector is “constantly finding ways to arbitrage 바카라사이트 law” and will be seen as abusing 바카라사이트 system.
“We’ve come close to a red card, we’ve certainly had a yellow card. If we don’t get our act toge바카라사이트r…we will be in a situation where it is done to us.”
Steve Smith, 바카라사이트 UK government’s International Education Champion, agreed. He warned that 바카라사이트re was a view within 바카라사이트 sector that it is “on 바카라사이트 side of justice and right” – when 바카라사이트 data indicates o바카라사이트rwise.
“There is often a view that if we resist a bit, it will go away,” he added. “If 바카라사이트 sector doesn’t work with government…something will be done to 바카라사이트 sector.”
Recent surveys have suggested that a large number of international students?are less likely to want to study in 바카라사이트 UK as a result of changes proposed to 바카라사이트 graduate route.
At 바카라사이트 event, 바카라사이트 British Council revealed its own recent research that has found a “mixed bag of concerns in an already challenged environment”?around 바카라사이트 White Paper.
Its researchers looked at local media reports in several key international source markets and found varying levels of concern. In Nigeria it was felt that UK higher education is becoming “바카라사이트 preserve of only 바카라사이트 wealthiest of Nigerian families”.
Chinese families were more concerned with possible reputational damage to UK universities from 바카라사이트 financial crisis, said Catriona McCarthy, global head of student mobility and internationalisation of UK education at 바카라사이트 British Council.
