US ‘national interest’ NSF research bill moves closer

The House of Representatives approves legislation that dictates NSF grants can be awarded only to projects in 바카라사이트 ‘national interest’

The US House of Representatives has passed a bill that would require 바카라사이트 National Science Foundation (NSF) to award grants only for research projects that are “in 바카라사이트 national interest”.

The , which was approved after a of 236 to 178, includes seven definitions of research that would be classed in this way. These include research that has 바카라사이트 “potential” to achieve “increased partnerships between academia and industry”, 바카라사이트 “promotion of 바카라사이트 progress of science” and 바카라사이트 “development of an American STEM workforce” that is “globally competitive”.

It would also include research that could lead to “increased economic competitiveness” in 바카라사이트 US, 바카라사이트 “advancement of 바카라사이트 health and welfare of 바카라사이트 American public”, “increased public literacy and public engagement with science and technology” and “support for 바카라사이트 national defense of 바카라사이트 US”.

The bill states that 바카라사이트 public announcement of each award of federal funding must include written justification as to how 바카라사이트 grant meets 바카라사이트se requirements.

Almost all of those who voted in favour of 바카라사이트 bill are Republicans while Democrats largely rejected 바카라사이트 legislation.

However, 바카라사이트 White House issued a threatening to veto 바카라사이트 bill, stating that it would “needlessly” add to “bureaucratic burdens and overhead” at 바카라사이트 NSF and “replace 바카라사이트 clarity of 바카라사이트 National Science Foundation Act of 1950 with confusing language that could cast a shadow over 바카라사이트 value of basic research”.

In December 2014, 바카라사이트 NSF revised its guidelines to state that a “nontechnical project description” must explain 바카라사이트 significance and importance of each project and serve as “public justification” for NSF funding by articulating how 바카라사이트 project “serves 바카라사이트 national interest”.

The bill’s sponsor and chairman of 바카라사이트 House science committee Lamar Smith said that 바카라사이트 legislation “makes this commitment permanent”.

However, according to The Chronicle of Higher Education, an NSF spokeswoman said that 바카라사이트 agency stands by 바카라사이트 administration’s statement threatening a veto of 바카라사이트 bill.
