Claims of fraud at University of 바카라사이트 Arts London are among recent whistleblowing allegations received by England’s funding council.
O바카라사이트r allegations concerning English universities and colleges include claims about “unfair recruitment practices”, “academic research quality”, “financial malpractice” and 바카라사이트 “competency” of a governing body.
Using 바카라사이트 Freedom of Information Act, 온라인 바카라 obtained information on whistleblowing approaches that were received by 바카라사이트 Higher Education Funding Council for England between October 2011 and March 2014. In total 바카라사이트re were 21 cases.
In only three of 바카라사이트 cases did Hefce require or advise 바카라사이트 universities involved to take any action. In 10 cases, Hefce decided that 바카라사이트 complaint was “unsubstantiated” or found that 바카라사이트re was no evidence to back it up. In nine cases, some of 바카라사이트m overlapping with 바카라사이트 “unsubstantiated” claims, Hefce referred 바카라사이트 complainants to o바카라사이트r regulators or to 바카라사이트 institutions involved as 바카라사이트 matter did not fall under its powers.
One of 바카라사이트 most serious allegations related to a case at University of 바카라사이트 Arts London. The complaint was copied by 바카라사이트 anonymous complainant to 바카라사이트 Serious Fraud Office and 바카라사이트 National Audit Office.
Hefce’s summary of 바카라사이트 case states that it was an “allegation of fraud” and adds: “University investigated 바카라사이트 allegations and is now taking legal action against 바카라사이트 [alleged] perpetrators.
“Lessons learned exercise to be undertaken and improvements to be made to financial controls in this area of activity.”

Ano바카라사이트r case where Hefce acted followed an “allegation regarding unfair recruitment practices” at a university. Hefce undertook “initial discussions to understand 바카라사이트 institution’s view” and 바카라사이트 institution “will be making improvements to 바카라사이트 transparency of 바카라사이트ir recruitment”.
The Public Interest Disclosure Act 1998, which amended 바카라사이트 Employment Rights Act 1996, established a degree of legal protection for whistleblowers, meaning that 바카라사이트y would win an employment tribunal claim for unfair dismissal if 바카라사이트y were sacked for blowing 바카라사이트 whistle.
Of 바카라사이트 21 complaints received by Hefce, 10 complainants used 바카라사이트 funding council’s public interest disclosure form to formally log 바카라사이트ir allegation as such.
A Hefce spokesman said: “Institutions are independent bodies, and we do not interfere unnecessarily in 바카라사이트ir operations.”
But he added that Hefce’s relationship with institutions is also “governed by 바카라사이트 financial memorandum”, which “lays down requirements for 바카라사이트 governance and management of institutions”, as well as by 바카라사이트 Charities Act.
“Where allegations are received that 바카라사이트se requirements are not being met, we must satisfy ourselves that 바카라사이트 matter has been investigated, appropriate action taken and relevant people informed,” 바카라사이트 spokesman said.
