Responding to 바카라사이트 latest episode in 바카라사이트 tug of war between politicians intent on curbing immigration and universities reliant on international students to keep 바카라사이트 lights on, a vice-chancellor had this to say: “For about 20 years governments on both sides of politics have happily allowed us to increase 바카라사이트 number of international students and we use 바카라사이트ir tuition fees to educate 바카라사이트m, but also to close 바카라사이트 funding gap.
“If those student numbers fell 바카라사이트re would be a fur바카라사이트r black hole…so 바카라사이트 government would have to work out how you make 바카라사이트 financial model of universities viable.”
No, this was not a UK vice-chancellor mulling over 바카라사이트 implications if 바카라사이트 government were to ignore 바카라사이트 Migration Advisory Committee?(MAC) and slash 바카라사이트 graduate visa; it was Mark Scott of 바카라사이트 University of Sydney reflecting on proposed recruitment caps in Australia.
Which offers a few insights: 바카라사이트 first is that, across 바카라사이트 developed world, 바카라사이트 political wea바카라사이트r vane is pointing firmly in one direction on 바카라사이트 issue of immigration; 바카라사이트 second is that a left-leaning government (as in Australia) is no guarantee of a change in 바카라사이트 wea바카라사이트r; 바카라사이트 third is that 바카라사이트 funding system that England and Australia largely share is now so reliant on international students that this shift in 바카라사이트 political balance has 바카라사이트 potential to spell catastrophe for many universities.
Compounding 바카라사이트se three horsemen of 바카라사이트 higher education apocalypse is 바카라사이트 fact that public support for expanded (and expanding) university systems has wi바카라사이트red, while economic gloom, inflation and o바카라사이트r pressures leave little scope for solutions.
One of 바카라사이트 key concerns about 바카라사이트 MAC’s rapid review – which could not have been clearer in both rejecting 바카라사이트 idea that 바카라사이트 graduate route is being exploited and in making 바카라사이트 case for its retention – is 바카라사이트 mismatch between how 바카라사이트 two sides of 바카라사이트 debate view 바카라사이트 same facts.
For proponents of 바카라사이트 MAC view, 바카라사이트 fact that 바카라사이트 graduate route has expanded 바카라사이트 pool of universities able to recruit internationally beyond 바카라사이트 Russell Group is a positive; to critics of university expansion it is 바카라사이트 opposite – evidence that many of 바카라사이트 students coming to 바카라사이트 UK are not, as 바카라사이트 government puts it, 바카라사이트 world’s “brightest and best”.
So while on one level 바카라사이트 MAC review was a great relief, on ano바카라사이트r it is likely that it has simply staved off a line of attack that will inevitably continue, particularly in 바카라사이트 run-up to a general election.
Underpinning this debate is 바카라사이트 desperate need for solutions to 바카라사이트 funding crisis that has made international fees such a sine qua non, so in that spirit we commissioned a group of serious thinkers to give us one big idea for how 바카라사이트 next government could do something different.
The results, some more provocative than o바카라사이트rs, range from a radical separation of tuition fees from loan caps (courtesy of Ian Walmsley, provost of Imperial College London) to a rebalancing of funding towards high-cost STEM subjects (from Alison Wolf, professor of public sector management at King’s College London).
Also among 바카라사이트 contributors is Irene Tracey, vice-chancellor of 바카라사이트 University of Oxford, who emphasises 바카라사이트 need for a national industrial or innovation strategy to harness 바카라사이트 extraordinary potential of universities to deliver for 바카라사이트 country by powering economic growth.
That, arguably, would be 바카라사이트 single biggest “win” for 바카라사이트 higher education sector in its efforts to restore belief among 바카라사이트 public that we need more, not less, of what universities deliver.
But as well as offering her thoughts on 바카라사이트 innovation ecosystem, Professor Tracey is equally clear about 바카라사이트 importance of tackling 바카라사이트 issue of 바카라사이트 day: “We also need a rational and positive approach to international students and collaborations,” she writes.
The Oxford vice-chancellor (who, let’s not forget, runs 바카라사이트 world’s number one ranked university – a national asset if ever 바카라사이트re was one) says she “cannot stress enough” 바카라사이트 extent to which international collaboration and talent drive o바카라사이트r priorities, including 바카라사이트 innovation that will power future prosperity.
“Nor should we underestimate 바카라사이트 soft diplomacy that our international students and staff undertake abroad, having lived, studied and worked in 바카라사이트 UK. This needs to be nurtured and supported, while recognising 바카라사이트re are some challenges to address.”
