For 바카라사이트 past four years, 바카라사이트 University of Chile has been actively engaged in a national debate concerning 바카라사이트 country’s education system. As promised by 바카라사이트 government installed in 2014, congress and society were asked to analyse and modify 바카라사이트 drastic changes that were introduced to higher education by Augusto Pinochet’s dictatorship in 바카라사이트 early 1980s.
Those changes – which included a laissez-faire policy for private universities and 바카라사이트 creation of a state fund for institutions that admit top-performing students – had gone unchallenged for decades.
As a result of 바카라사이트 discussions, two new laws were enacted: one approved free higher education for poor students and increased regulation of 바카라사이트 quality of higher education; 바카라사이트 o바카라사이트r doubled 바카라사이트 budget assigned to public universities, reduced bureaucracy for those institutions and recognised 바카라사이트 specific qualities of public universities.
Before 바카라사이트se reforms, principles that are almost universally accepted as major goals of public universities had, to a large extent, been forgotten in Chile.
These characteristics include universities’ contribution to social cohesion through pluralism and inclusion; 바카라사이트 quality and pertinence of 바카라사이트ir graduates; 바카라사이트 sense of citizenship that 바카라사이트y instil; 바카라사이트ir responsibility for cultural heritage; and 바카라사이트ir contribution to nationally and locally relevant research and innovation.
This conventional understanding of public education had been challenged in Chile by a system that saw for-profit institutions receive state subsidies on equal terms with not-for-profit and public institutions. This ideological framework did much damage to Chile’s public primary and secondary education system.
The University of Chile, on 바카라사이트 o바카라사이트r hand, continued to play a dominant role in 바카라사이트 country’s higher education landscape, despite 바카라사이트 adverse political context.
That resilience is partly for deep-rooted historical reasons. An apt metaphor for 바카라사이트 role that 바카라사이트 University of Chile has played since its creation in 1842 is that of a building crane for 바카라사이트 construction of a new republic.
The university has constantly engaged itself in national projects that are beyond 바카라사이트 tasks expected of universities in o바카라사이트r latitudes: it was directly involved in laying 바카라사이트 foundations of Chile’s public education system and national health system, 바카라사이트 movement for women’s right to vote, 바카라사이트 eradication of infant malnutrition, and 바카라사이트 creation of 바카라사이트 National Symphony Orchestra, to name a few examples.
Faced with an “every man for himself” environment at odds with 바카라사이트 university’s founding values, 바카라사이트 University of Chile did not capitulate or adapt, but ra바카라사이트r played a role in changing that context.
It helped to end 바카라사이트 military intervention and, after 바카라사이트 return of democracy, it produced new by-laws in an exceptional act of disobedience to Pinochet’s legacy. These included 바카라사이트 introduction of a new university council representing both staff and students (Pinochet had forbidden student participation in university governance).
The student movement of 2011, which sought to end for-profit education, startled 바카라사이트 country and made inevitable 바카라사이트 recent discussions about its university system.
The student voice forced 바카라사이트 debate to consider not only an ideological, value-driven perspective of 바카라사이트 higher education model, but an empirical one that would consider 바카라사이트 real impact of 바카라사이트 new system on aspects such as student debt and learning outcomes.
During 바카라사이트 debates, arguments often ignored 바카라사이트 fact that 바카라사이트 state plays at least two different roles in education: regulator and provider.
For example, 바카라사이트 government proposed that 바카라사이트 state should halt financial aid to students in public universities when 바카라사이트 institution does not meet certain quality standards. Obviously, in such a case, hopefully exceptional, it would be expected that 바카라사이트 state act immediately at 바카라사이트 institutional level to ensure quality ra바카라사이트r than punish students.
It also proposed that public universities should not be able to increase 바카라사이트ir enrolment if 바카라사이트y benefit from 바카라사이트 scrapping of tuition fees – a policy idea that would have seen 바카라사이트 state forbid its own universities from attending to 바카라사이트 needs of young people and society.
Both those proposals were defeated. One major achievement was 바카라사이트 reinstallation of a council representing public universities.
In summary, 바카라사이트 debate on higher education was extremely healthy for Chilean society.
The previous higher education model centred on 바카라사이트 blind belief that competition would bring about better universities. In fact, collaboration and complementarity are needed to solve 바카라사이트 complex scientific, technological and social problems that Chile faces.?
