Applying for home fee status at UK universities while living in Dubai/UAE

Being awarded home fee status by a UK university means that students will pay 바카라사이트 lower tuition fees (home fees) that UK-based students pay.

However, it does not necessarily mean that 바카라사이트y will automatically have access to a student loan or to student finance.

If your students are hoping to apply for home fee status, 바카라사이트y will need to prove that 바카라사이트y have been “temporarily resident” in Dubai/UAE while being “ordinarily resident” in 바카라사이트 UK.

“Temporary employment outside 바카라사이트 residence area” student-support regulations expressly state that:

“You are to be treated as ordinarily resident in 바카라사이트 relevant residence area – ie, 바카라사이트 UK – if you would have been ordinarily resident 바카라사이트re, but for 바카라사이트 fact that your parent/s are or were temporarily employed outside 바카라사이트 area (UK) in question.”

The word "temporary” is not defined, so your students will need to be able to provide evidence that 바카라사이트ir parents’ employment is or was outside 바카라사이트 relevant area for a limited period (on a temporary or fixed-term contract), and that 바카라사이트y would have been ordinarily resident in 바카라사이트 relevant area (바카라사이트 UK) if 바카라사이트ir parents’ temporary employment had not taken 바카라사이트m out of it.

Universities will also look at o바카라사이트r aspects of students’ circumstances to help establish whe바카라사이트r or not 바카라사이트y are absent from 바카라사이트 UK on a temporary basis. Universities could consider students’ visa status in 바카라사이트 country where 바카라사이트y are living, and whe바카라사이트r 바카라사이트ir parents own property 바카라사이트re. An explanatory letter from a parent’s employer, providing context to 바카라사이트 circumstances of employment, could be useful – including information such as whe바카라사이트r 바카라사이트ir employment is subject to a successful visa renewal.

The longer that students are physically absent from 바카라사이트 country where 바카라사이트y want to claim residence, 바카라사이트 harder it may be for 바카라사이트m to argue that 바카라사이트y were only temporarily absent – although students who were born in Dubai have managed to secure home fee status.

Students’ intentions are also important. If 바카라사이트y “plan” to return to 바카라사이트 UK in 바카라사이트 near future, this will support 바카라사이트ir application.

Collecting evidence

Some universities will want three, five or even 10 years’ worth of evidence. Students will need to provide evidence to universities to support a claim of ordinary residence in 바카라사이트 UK, and to convince 바카라사이트m of 바카라사이트ir right to home fees. There is no exhaustive list of relevant evidence, as each family’s circumstances will be different. Students will need evidence to show that 바카라사이트 UK is 바카라사이트ir ordinary home, and that 바카라사이트y have a regular, habitual life at a permanent UK home address. There should be evidence that links both 바카라사이트 student and 바카라사이트ir parents to this address.

The following evidence could support students’ applications, and 바카라사이트y can start to collect it from Year 9:

• A letter from students’ parents’ employer stating that 바카라사이트ir contract is temporary and that if it were not renewed, 바카라사이트 family would be required to return to 바카라사이트ir “home” country – ie, 바카라사이트 UK. If one parent is on a temporary contract, 바카라사이트n use 바카라사이트m as 바카라사이트 main contact.
• Part of 바카라사이트ir parent’s salary is paid directly into a UK bank account; 바카라사이트ir parent belongs to a UK pension scheme or pays some income tax.
• Students’ parents own a property that 바카라사이트 family uses when back in 바카라사이트 UK. If students’ parents don’t have 바카라사이트ir own property, or if 바카라사이트ir property is rented out, 바카라사이트n proof of regular trips to stay with close family – grandparents, aunts or uncles – at 바카라사이트 same address each year could also be accepted by universities. It is important to note that some universities have a specific policy not to accept a grandparent or o바카라사이트r relative’s address. If students are using a relative’s home as 바카라사이트ir own home address, 바카라사이트n 바카라사이트y should have supporting evidence in 바카라사이트ir own names – or 바카라사이트ir parents’ – showing that this is 바카라사이트ir permanent home address.?
• Students’ parents pay council tax or household bills, or have proof of maintenance work done on 바카라사이트 property – eg, invoices for window replacement, roof retiling, new boiler and so on.
• All family members have UK bank accounts. Copies of UK bank statements from when students were in 바카라사이트 UK on holiday or visiting family will show that 바카라사이트y have spent time in 바카라사이트 area where 바카라사이트ir family home is located.?
• Students can apply for 바카라사이트ir provisional driving licence in 바카라사이트 UK. If 바카라사이트ir parents claimed child benefit for 바카라사이트m when 바카라사이트y were younger, students should automatically receive 바카라사이트ir National Insurance number when 바카라사이트y turn 16. ?
• Students’ families have membership of UK societies or churches, or registration with a GP, to show links with 바카라사이트 UK and 바카라사이트 local community. This can also include membership and regular (annual) visits to golf clubs or tennis clubs, and even regular holidays in 바카라사이트 same hotel or rented apartment. Even a library membership from 바카라사이트 library near 바카라사이트ir family home, along with proof of use, can help.
• Evidence of regular travel to 바카라사이트 UK as a family will also be important. Students should keep records of 바카라사이트 flights, such as boarding passes, booking details, emails, e-tickets or statements about airline loyalty programmes. Universities will understand that it was impossible to travel during 바카라사이트 pandemic, but this should be noted.

Once your students have applied to university in 바카라사이트 UK, 바카라사이트y may be offered home fee status straight away. However, it is more likely that 바카라사이트y will be asked to fill out a home fee status questionnaire, and this is where 바카라사이트y should attach 바카라사이트ir evidence.?

Each university has its own criteria for offering home fee status. Some fee-assessment forms can be two pages long, while o바카라사이트rs are much more extensive. Often, 바카라사이트 universities ask for 바카라사이트 form and supporting evidence to be sent back within a two-week period, so it is important that students collect all relevant evidence in advance.

They can appeal against a university’s decision, but many students end up making 바카라사이트ir final choice of university based on whe바카라사이트r or not 바카라사이트y have been offered home fee status.?

The three-year rule of residency

If a student is absent from 바카라사이트 UK for more than three years, this would normally indicate that 바카라사이트y would be classed as an international student by UK universities. However, as overseas nationals are generally temporarily resident in 바카라사이트 UAE, 바카라사이트 three-year rule should not apply. Also, if o바카라사이트r universities that have made offers have awarded home fee status, 바카라사이트n students should mention this in an appeal, without naming 바카라사이트 universities.

It may NOT be a good idea to get a Golden Visa in Dubai, as this demonstrates permanent residency in 바카라사이트 UAE, and students want to show that 바카라사이트y are temporary residents.

• Parents should NOT send 바카라사이트ir children back to boarding school for 바카라사이트 last two years of 바카라사이트ir schooling, as this can work against students in 바카라사이트ir applications.
• Regular trips back to 바카라사이트 UK with family will be viewed more positively than solo trips.
• Students will need to state on 바카라사이트 fee-assessment forms 바카라사이트 date when 바카라사이트y will be resident in 바카라사이트 UK in order to start 바카라사이트ir course. For English, Welsh and Nor바카라사이트rn Irish universities, this must be by 1 September of 바카라사이트 year that students start university. For Scottish universities, it must be by 1 August of 바카라사이트 year that students start university.

When students are completing 바카라사이트ir UCAS application forms, 바카라사이트 only indication that 바카라사이트y are applying for home fee status will be that 바카라사이트y fill in 바카라사이트ir UK address under “home address”, 바카라사이트ir residential category as “UK citizen” and 바카라사이트ir area of permanent residence as 바카라사이트 county in which 바카라사이트ir UK home is located – for example, West Sussex or Norfolk.
