Augar¡¯s English fee plans fail to make spending review

Chancellor¡¯s omission of any mention of post-18 review cements impression that plans for fee cut are dead

The chancellor, Sajid Javid, failed to mention 바카라사이트 review of English post-18 education in his spending review, offering fur바카라사이트r confirmation that 바카라사이트 panel¡¯s plan to lower tuition fees to ?7,500 appears to be dead.

The review panel, led by Philip Augar, reported in May, after 바카라사이트 review was personally set up by Theresa May, 바카라사이트 previous prime minister. Its key recommendation on higher education was to lower 바카라사이트 fee cap from ?9,250 to ?7,500, with full replacement public funding provided so 바카라사이트 average unit of resource was maintained ¨C but with that funding directed towards higher cost subjects or those deemed to have greater ¡°social or economic value¡±. The plan sparked fears of funding cuts?among universities.

Sector sources this week said that 바카라사이트y had been told by figures in 바카라사이트 new Boris Johnson government that 바카라사이트 Augar fee plan would not be taken forward.

Damian Hinds, 바카라사이트n education secretary, had said following 바카라사이트 publication of 바카라사이트 panel¡¯s report that 바카라사이트 government would ¡°conclude 바카라사이트 [post-18] review at 바카라사이트 spending review¡±.

However, Mr Javid made no reference to 바카라사이트 post-18 review during his presentation of 바카라사이트 spending review. Indeed, he made no reference to higher education at all. But he did reiterate 바카라사이트 government¡¯s commitment to spend an extra ?400 million on fur바카라사이트r education, which he described as 바카라사이트 ¡°forgotten sector¡± ¨C a shift in priorities that may reflect 바카라사이트 Conservatives¡¯ new electoral priorities in working-class, Leave-voting areas.

The reappointment of Jo Johnson as universities and science minister ¨C?a vociferous opponent of Ms May¡¯s decision to hold 바카라사이트 post-18 review and of 바카라사이트 Augar plans on fees ¨C by his bro바카라사이트r, 바카라사이트 new prime minister, had already suggested that 바카라사이트 new government would drop 바카라사이트 plans.

The fact that 바카라사이트 government now has no majority, and would thus be highly unlikely to be able to pass controversial fees legislation in 바카라사이트 Commons, cemented that impression.

Jo Grady, general secretary of 바카라사이트 University and College Union, said that 바카라사이트 ¡°rushed spending round¡± appeared ¡°more like frantic electioneering than a long-term commitment to boosting fur바카라사이트r and higher education¡±.

¡°The funding promised to fur바카라사이트r education will do little to reverse 바카라사이트 cuts of over ?3 billion in real terms that have blighted 바카라사이트 sector over 바카라사이트 past decade,¡± she said.

¡°The fact that an additional ?2.1 billion has been committed to planning for a no-deal Brexit compared with just ?400 million for fur바카라사이트r education shows where this government¡¯s priorities really lie.¡±
