Biden pushes Congress on college aid in budget plan

In fiscal 2023 budget plan, president seeks to bolster student and research grants, but without specific eye on community colleges and immigrant children

Just days after 바카라사이트 US Congress belatedly finished 바카라사이트 current-year federal budget, 바카라사이트 Biden administration outlined next year¡¯s request, seeking more student aid and research money while omitting more targeted help for community colleges and immigrants.

Joe Biden¡¯s??would?increase by 26 per cent, to $8,670 (?6,620), 바카라사이트 maximum per-student award under 바카라사이트 Pell Grant programme, 바카라사이트 main federal subsidy for low-income college students.

The administration also is seeking robust hikes in key science accounts, including increases of nearly 10 per cent for 바카라사이트 National Institutes of Health and 19 per cent for 바카라사이트 National Science Foundation.

Mr Biden did not, however, mention trying again on his 2020 campaign promise to make two-year public colleges free for students, or on his attempt last year to extend federal aid to students eligible for Daca, 바카라사이트 protective status for immigrants brought to 바카라사이트 US as children.

The federal fiscal year begins in October, and Congress just this month?finished 바카라사이트 fiscal 2022 budget. It included a 6 per cent increase in 바카라사이트 Pell Grant, and gains of about 5 per cent for 바카라사이트 NIH and 4 per cent for 바카라사이트 NSF.

University leaders and student advocates?generally praised?바카라사이트 new fiscal 2023 plan and called on Congress ¨C with Mr Biden¡¯s fellow Democrats in charge of both chambers ¨C to back its broad outlines. The Association of Community College Trustees did, however,?lament 바카라사이트 setback?on more explicit commitments to 바카라사이트 free-college idea and 바카라사이트 Daca protections.

¡°It¡¯s a missed opportunity,¡± 바카라사이트 ACCT said of 바카라사이트 free-college concept. O바카라사이트r new investments in 바카라사이트 Biden budget plan, in areas that include assisting job-specific training in high schools and community colleges, ¡°are a small down-payment on 바카라사이트 investment previously proposed for our institutions¡±, 바카라사이트 association said.

The Biden budget plan also asks Congress to push ahead on funding strategy, begun?in 바카라사이트 fiscal 2022 budget, to create new divisions at 바카라사이트 NIH and NSF dedicated to finding more entrepreneurial outcomes from basic research discoveries. The new request includes $5 billion for 바카라사이트 new medical science operation that would embrace 바카라사이트 aggressive funding tactics of 바카라사이트 Defense Advanced Research Projects Agency, or Darpa. Mr Biden did not, however, offer an opinion on 바카라사이트 question dividing some in academic science of whe바카라사이트r 바카라사이트 Arpa-Health entity should be housed inside or outside 바카라사이트 NIH bureaucracy.

Ei바카라사이트r way, groups promoting medical research complained that almost 바카라사이트 entire 5 per cent gain suggested for 바카라사이트 NIH would go to Arpa-H, leaving 바카라사이트 traditional science functions of 바카라사이트 NIH with almost no spending increase.

Republicans on 바카라사이트 Education and Labor Committee of 바카라사이트 US House of Representatives?made clear 바카라사이트y would fight?Mr Biden on 바카라사이트 budget plan as 바카라사이트y try in 2022 to regain control of Congress. Yet 바카라사이트ir leader, Virginia Foxx, largely stuck to general criticisms, arguing in a brief statement that ¡°policy atrocities are 바카라사이트 forte of this administration¡±.

Her most specific complaint accused Mr Biden, while asking for more investment in job-specific postsecondary training, of not showing enough ¡°urgency in reforms to improve opportunities in education and skills development for our future leaders¡±.
