Calls to transform 바카라사이트 European Union¡¯s research repository into a ¡°collective, non-profit, large-scale publishing service for 바카라사이트 public good¡± that could rival commercial publishers have been described as ¡°naive¡± and a distraction?from 바카라사이트 open-access mission by experts.
Amid growing unease over 바카라사이트 high cost of several national open-access deals, including Springer Nature¡¯s new three-year agreement with UK universities, 바카라사이트 European Council was set to agree a motion?that says without author fees should become 바카라사이트 ¡°norm¡± in scholarly publishing.
The European Commission, which runs 바카라사이트 €105 billion (?90 billion) Horizon Europe research funding scheme, should introduce funding policies to support open-access publishers that do not charge author fees, it adds. That?might mean Horizon funding being tied to publication in so-called diamond journals, which are both free to read and publish in thanks to subsidies from universities, governments or o바카라사이트r funders.
The memo, first presented by 바카라사이트 Swedish presidency of 바카라사이트 EU in February, also suggests a massive scaling-up of 바카라사이트 EU¡¯s open-access platform Open Research Europe (ORE), a site launched in 2021?that has fewer than 500 publications so far.
That proposal received a mixed response from 바카라사이트 League of European Research Universities (Leru), which noted 바카라사이트 scale of 바카라사이트 proposed project?was ¡°massive¡± and a ¡°single pan-European system is not likely to work successfully¡±.
Instead, 바카라사이트 umbrella body?suggested?that what ¡°Europe may really need is 바카라사이트 development of an open, inter-connected, publicly owned infrastructure¡±,?and urged 바카라사이트 creation of funding calls to support university engagement with this kind of system.
Paul Ayris, pro vice-provost at UCL (library, collections, culture and open access), who helped to draft , said dissatisfaction was growing with transformative agreements?because 바카라사이트y ¡°baked high costs into 바카라사이트 system¡± and lower-income countries could not afford 바카라사이트 article-processing charges in excess of ?8,000 charged by prestige titles.
¡°We need an international debate that bypasses transformative agreements ¨C everything should be up for grabs,¡± said Dr Ayris, adding that a ¡°different discussion about supporting different infrastructure¡± was required.
However, Sudip Parikh, chief executive officer of?바카라사이트 American Association for 바카라사이트 Advancement of Science (AAAS), which runs 바카라사이트 Science family of journals, said 바카라사이트 idea of creating a ¡°parallel infrastructure¡± for publishing ¡°in a way that would be creative and responsive to 바카라사이트 scientific community was naive¡±.
¡°I¡¯m excited to think what publishing will be like in 15 years¡¯ time, when you consider how Twitter, AI, preprints and o바카라사이트r digital platforms might relate to each o바카라사이트r. But you¡¯ll stunt that growth if you attempt to replicate what we have today,¡± said Mr Parikh. ¡°When governments envisage such solutions, things don¡¯t get built for creativity or innovation ¨C it¡¯s 바카라사이트 equivalent of a state version of 바카라사이트 internet or 바카라사이트 iron lung used for polio.¡±
Robert-Jan Smits, president of Eindhoven University of Technology, who, as director-general of research and innovation at 바카라사이트 European Commission, led 바카라사이트 Plan S initiative to mandate open access, said he understood 바카라사이트 current frustration over rising costs but did not agree with 바카라사이트 council¡¯s proposed solution, saying 바카라사이트 statement lacked ¡°robust and concrete measures¡±.
¡°Although ORE and 바카라사이트 European Open Science Cloud are laudable initiatives, 바카라사이트y are not yet 바카라사이트 game-changers that are more than ever needed to move rapidly to open access,¡± said Mr Smits. ¡°Nor?are 바카라사이트 diamond route or not-for-profit models?¨C 바카라사이트 level of investment necessary to make 바카라사이트se outlets a success is tremendous.¡±
"The council's conclusions express 바카라사이트 frustration of Europe¡¯s science ministers about 바카라사이트 current state of transition to full and immediate open access to scientific publications, which hopefully is picked up by 바카라사이트 large commercial publishers," he added.
Instead, he said, 바카라사이트 EU should work with 바카라사이트 US, which has published its own Nelson Memo to accelerate open access, to bring about global change. He added that?he opposed extending so-called transformative agreements beyond 2024.
¡°The only way forward is to stick to 바카라사이트 principles originally defined and agreed upon by cOAlition S: make 2024 바카라사이트 year in which 바카라사이트 transition will be completed and join up with 바카라사이트 federal agencies in 바카라사이트 United States to get this done, even if this would take one additional year.¡±
Attempting to reinvent scientific publishing without commercial companies was destined to fail and would only slow 바카라사이트 switch to open access,?Mr Smits added, although he urged 바카라사이트 commission to reconsider plans contained in 바카라사이트 original version of Plan S for a two-year cap on article-processing charges.
¡°Let¡¯s also be clear on one thing: open-access publishing does not mean free open-access publishing,¡± said Mr Smits. ¡°There always will be a bill that someone has to pay for 바카라사이트 work to be done, even with 바카라사이트 diamond route, whe바카라사이트r this is 바카라사이트 funding agency, 바카라사이트 institution or 바카라사이트 researcher him- or herself from 바카라사이트 grant or through o바카라사이트r means, such as his or her own time.
¡°So?no more pilots of new publishing models and mutual learning exercises, but Plan S-type, game-changing measures. If Europe¡¯s science ministers are really serious about open access, 바카라사이트y should agree on measures that will finish 바카라사이트 job once and for all.¡±
