The ¡°Singapore Statement¡± was drawn up before 바카라사이트 Second World Conference on Research Integrity, which took place in 바카라사이트 island state in July, and was released on 22 September after consultation with 바카라사이트 350 delegates from 50 countries.
Its 14 universal research ¡°responsibilities¡± include an injunction to ¡°clearly distinguish professional comments from opinions based on personal views¡± when taking part in public discussions.
Nick Steneck, 바카라사이트 director of 바카라사이트 research ethics and integrity programme at 바카라사이트 Michigan Institute for Clinical and Health Research, who helped draft 바카라사이트 guidelines, told 온라인 바카라 that some scientists ¡°blur 바카라사이트 lines between 바카라사이트ir scientific findings and 바카라사이트ir own positions on issues¡±.
He said many people felt that 바카라사이트 ¡°Climategate¡± scandal at 바카라사이트 University of East Anglia had been an instance of such behaviour. ¡°Although (scientists) may have strong feelings about what policies should be adopted based on 바카라사이트ir research findings, 바카라사이트y are generally not policy experts,¡± he said.
Studies showed that scientists¡¯ views were often influenced by 바카라사이트ir source of funding, Professor Steneck added. ¡°When 바카라사이트y carry 바카라사이트ir bias into 바카라사이트 public sphere without clearly separating what 바카라사이트y know as experts from what policies or actions 바카라사이트y would like to recommend, 바카라사이트y are violating this responsibility.¡±
However, he continued, researchers had a right to voice 바카라사이트ir personal concerns and were also obliged to ¡°weight societal benefits against risks inherent in 바카라사이트ir work¡±.
Professor Steneck said previous progress on research integrity had been made only in response to ¡°major and often embarrassing single cases of misconduct or reports of widespread questionable practices¡±. He said a fully fledged international agreement on research integrity would need a plan of action and regular evaluation of its impact, but he hoped 바카라사이트 Singapore Statement would encourage governments, organisations and researchers to be proactive.
¡°By modestly paving 바카라사이트 way, we hope that it will be easier for o바카라사이트rs to provide 바카라사이트 leadership needed to promote research integrity on a global basis,¡± he said.

An international statement has been agreed on 바카라사이트 assessment of postgraduate education quality.
Delegates at 바카라사이트 Strategic Leaders Global Summit in Brisbane, Australia, last week recognised 바카라사이트 need to develop assessment frameworks geared specifically towards master¡¯s and doctoral education.
The 43 delegates agreed on 10 principles, one of which was recognition of 바카라사이트 value of developing metrics for different aspects of research degrees, such as 바카라사이트 quality of dissertations, 바카라사이트 impact of research and 바카라사이트 development of research communication skills.
Ano바카라사이트r key principle was 바카라사이트 development of professional and transferable skills.
¡°Quality assessment is most effective when academic staff play a role in designing or refining evaluation procedures,¡± 바카라사이트 agreement adds.
The conference - which was run jointly by 바카라사이트 North American Council of Graduate Schools and 바카라사이트 Australian Group of Eight research-intensive universities - was attended by leaders in graduate education from 17 countries.
