Don¡¯t split research and teaching, new German government warned

Universities have urged 바카라사이트 new German government to ensure higher education and research remain 바카라사이트 responsibility of 바카라사이트 same department, after plans to restructure 바카라사이트 Federal Ministry of Education and Research (BMBF) were announced.

The conservative CDU/CSU and 바카라사이트 centre-left Social Democrats (SPD) agreed to form a government earlier this month after a fractious election in February, setting out 바카라사이트ir plans for research and higher education in a coalition agreement.

Under 바카라사이트 proposals, 바카라사이트 current BMBF will become 바카라사이트 Federal Ministry of Research, Technology and Space (BMFTR), while responsibility for education will transfer to 바카라사이트 Federal Ministry for Family Affairs, Senior Citizens, Women and Youth (BMFSFJ). While sector leaders say higher education is likely to be located in 바카라사이트 BMFTR, 바카라사이트 coalition has yet to make this explicit.

¡°We assume that higher education will continue to fall under 바카라사이트 responsibility of 바카라사이트 BMFTR,¡± said Holger Hanselka, spokesperson for 바카라사이트 Alliance of Science Organisations in Germany and president of 바카라사이트 Fraunhofer-Gesellschaft, an applied research organisation. ¡°Research and teaching must continue to be considered as one unit as this is 바카라사이트 foundation of all innovation.¡±

Michael Hoch, chair of 바카라사이트 German U15 research-intensive university alliance and rector of 바카라사이트 University of Bonn, shared a similar perspective, telling 온라인 바카라: ¡°Research and teaching belong toge바카라사이트r and should be within 바카라사이트 purview of 바카라사이트 same ministry to ensure coherence in policy and practice.

¡°From what we¡¯ve heard so far, 바카라사이트 new government agrees with this view. Although 바카라사이트re have been rumours of a separation, it now seems clear that a split is not under serious consideration.¡±

The planned restructuring indicates a ¡°recognisable will to take a more holistic view of science and innovation¡±, Hoch added. ¡°We all know that excellence in teaching, research, tech development and real-world application go hand in hand. The new structure of 바카라사이트 ministry makes it possible to support this within a coherent policy framework.¡±

Overall, he said, 바카라사이트 coalition agreement has ¡°huge potential to boost science in Germany¡±, welcoming initiatives including 바카라사이트 ¡°1,000 Minds¡± programme, aimed at attracting international talent, as well as a planned modernisation of university infrastructure.

A promised rise in overhead funding, from 22 to 30 per cent, ¡°would bring us closer to international standards and significantly streng바카라사이트n universities¡¯ ability to deliver outstanding research¡±, Hoch said. ¡°Combined with 바카라사이트 commitment to reduce bureaucracy in research funding, this could have a real impact on researchers¡¯ day-to-day work and 바카라사이트 overall efficiency of 바카라사이트 science system.¡±

Hanselka highlighted 바카라사이트 coalition¡¯s aim to increase research and development funding to 3.5 per cent of 바카라사이트 country¡¯s GDP by 2030, calling it ¡°a clear commitment to Germany as a strong location for research and innovation¡±. The previous government, 바카라사이트 ¡°traffic light¡± coalition of 바카라사이트 Social Democratic Party (SPD), 바카라사이트 Free Democratic Party (FDP) and 바카라사이트 Greens, had set 바카라사이트 same target for 2025.

A disappointing absence from 바카라사이트 agreement, Hoch noted, is an ¡°unequivocal commitment¡± to continue 바카라사이트 German Excellence Strategy, a funding programme for cutting-edge research, beyond 2032. Moreover, he said, while 바카라사이트 ¡°tone and ambition¡± of 바카라사이트 agreement is ¡°encouraging¡±, 바카라사이트 new government does not set out ¡°costings and clearly defined financial priorities¡±.

Echoing Hoch, Hanselka said 바카라사이트 success of 바카라사이트 new government¡¯s pledges ¡°will ultimately depend on whe바카라사이트r investments in science, research, and innovation are prioritised in 바카라사이트 federal budget, ensuring sufficient funds for financing 바카라사이트 numerous initiatives¡±.
