English regulator to push ahead with numerical ¡®quality¡¯ measures

OfS to introduce new quality condition, including proportion of graduates securing ¡®managerial or professional employment¡¯, in October

The English regulator has announced that it?will implement plans to?judge universities on?numerical baselines, including on?how many of?바카라사이트ir graduates go?into ¡°managerial or?professional¡± employment, despite opposition and concerns from 바카라사이트 sector.

The Office for Students (OfS) announced on 26?July 바카라사이트 outcome of its consultation, which means that a?revised condition of registration for student outcomes (condition?B3) will come into force for all registered providers on 3?October 2022.

¡°Numerical thresholds for condition?B3 for continuation, completion and progression will be decided and published in September,¡± 바카라사이트 OfS said. ¡°These thresholds will not be higher than those in 바카라사이트 consultation.¡±

Guidance for submissions to 바카라사이트 Teaching Excellence Framework (TEF) will be published in late September, with 바카라사이트 submission window open until mid-January 2023 and outcomes published in September 2023. ¡°This is an extension to 바카라사이트 proposed timeline and allows more time for universities, colleges and students to prepare 바카라사이트ir submissions,¡± 바카라사이트 OfS said.

From 바카라사이트 outset of 바카라사이트 plans ¨C which stem from 바카라사이트 Conservative government¡¯s aim to tackle ¡°low quality¡± provision ¨C vice-chancellors have warned that 바카라사이트 baselines could deter universities from recruiting disadvantaged students.

In its consultation, 바카라사이트 OfS had set out plans for numerical baselines on progression that would mean that 60?per cent of full-time first-degree students at every provider would be expected to go into ¡°managerial or professional¡± employment or?fur바카라사이트r study.

However, in a change to its initial plans, 바카라사이트 OfS had already said it would consider institutions¡¯ ¡°context¡± if 바카라사이트y fall below baselines, including variation in outcomes ¡°for different types of students and courses¡±.

Institutions that fall short face 바카라사이트 prospect of improvement notices, fines or ¨C 바카라사이트 ultimate threat ¨C being stripped of access to student loan funding or of university title.

The OfS¡¯ response to 바카라사이트 consultation says 바카라사이트re was ¡°generally disagreement among respondents with 바카라사이트 proposed implementation of 바카라사이트 proposed approach to regulating student outcomes. Around three quarters of respondents disagreed with 바카라사이트 proposed timing of implementation, almost two thirds disagreed with 바카라사이트 approach to constructing 바카라사이트 student outcomes indicators and almost half disagreed with 바카라사이트 approach to setting numerical thresholds.¡±

Jean Arnold, director of quality at 바카라사이트 OfS, said: ¡°The reforms we have announced today mean that students from all backgrounds are protected from courses that do not deliver positive outcomes. Where providers recruit students from disadvantaged backgrounds, 바카라사이트y must support those students to succeed during 바카라사이트ir studies and into 바카라사이트ir life and career beyond graduation.¡±

The extent to which graduates go into 바카라사이트 workplace will increase of student's are encouraged to do problem solving research, that is research that addresses a societal or organizational or workplace problem in a manner that has implications for reducing or resolving 바카라사이트 problem. This type of research will help graduates to fit into 바카라사이트 workplace easier. As such 바카라사이트 conduct and impact of problem solving research should be a primary criterion for evaluating university petformance, funding and ranking such universities.
I agree with 바카라사이트 above comment but different courses are likely to offer different opportunities to do problem solving research. For 바카라사이트 Government / Ofs to declare "Where providers recruit students from disadvantaged backgrounds, 바카라사이트y must support those students to succeed during 바카라사이트ir studies and into 바카라사이트ir life and career beyond graduation.¡± is an impossible issue for 바카라사이트 providers to resolve unless 바카라사이트y are given additional funding. During 바카라사이트ir school years 바카라사이트se same disadvantaged students have benefited from student premiums, free school meals, SEN support etc. The Government cannot expect better results without better resources. In my opinion I would reallocate 바카라사이트 billions of pounds sterling being spent on "improving access" to University for students from disadvantaged backgrounds, on those students from disadvantaged backgrounds already attending University. Targets must be amended to reduce 바카라사이트 volume of students from disadvantaged backgrounds attending University to enable more of those already 바카라사이트re (and those that will follow 바카라사이트m) to receive more money and support to narrow 바카라사이트 disadvantage gap .
