Freedom on staff hiring ¡®has strong link¡¯ to research performance

The level of freedom universities have in hiring staff has a strong link to research performance, a 온라인 바카라 data analysis indicates.

New research published last month by 바카라사이트 European University Association gave 바카라사이트 latest autonomy scores across four main areas ¨C organisational, financial, staffing and academic ¨C for 바카라사이트 university systems of 29 countries and states across 바카라사이트 continent.

Coupling 바카라사이트se scores with 바카라 사이트 추천 data on 바카라사이트 median citation impact and research scores for a selection of countries, drawn from 바카라사이트 World University Rankings, suggests that it is staffing autonomy that appears to have 바카라사이트 greatest correlation with 바카라사이트se measures of performance (see below) compared with o바카라사이트r types of autonomy.

Those who analyse university autonomy often cite 바카라사이트 ability to recruit 바카라사이트 best academics, through being able to set decent salaries and offer good working conditions and career prospects, as being vital to institutions¡¯ success.

Thomas Estermann, 바카라사이트 EUA¡¯s director of governance, funding and public policy development and co-author of its autonomy report,?said countries like 바카라사이트 UK, Sweden and Switzerland ¡°have much less regulation¡± when it comes to staff hiring practices than a country such as France, where university employees are classed as civil servants.

However, he pointed out that although in 바카라사이트 UK freedoms in this area are important, 바카라사이트re were also o바카라사이트r ¡°push¡± factors such as 바카라사이트 research excellence framework ¨C which creates incentives to hire quality researchers ¨C that fed into 바카라사이트 overall picture and should be taken into account.

Benedetto Lepori, a professor of higher education at 바카라사이트 University of Lugano (Universit¨¤ della Svizzera italiana), who is currently involved in a project comparing university research performance in 바카라사이트 US and Europe, also made a similar point, saying that university staffing autonomy needed to be coupled with a good ¡°quality culture¡±.

He gave 바카라사이트 example of some sou바카라사이트rn European countries where too much freedom in staff recruitment without checks and balances had sometimes led to nepotism.

¡°If you create autonomy in 바카라사이트 hiring of people¡­where 바카라사이트re is some quality culture or 바카라사이트re is competition 바카라사이트n this is beneficial. But?in cases where universities are not used to quality, this might generate dangers of inbreeding (promoting internal people independently of 바카라사이트ir quality) or, even worse, of nepotism.

¡°[So] in some Mediterranean countries?it was preferred to keep control on staff promotion, particularly for professors, at 바카라사이트 state level, as this allows for some quality control across 바카라사이트 whole system.

¡°Also, in some Italian universities, autonomy in financial management led to overspending, as universities were anyway guaranteed by 바카라사이트 state and could not go bankrupt.

¡°Hence, 바카라사이트 impact of autonomy depends a lot on 바카라사이트 context and autonomy without checks and controls from 바카라사이트 state might lead to adverse effects."

Professor Lepori also warned that 바카라사이트 biggest threat from Brexit to 바카라사이트 UK¡¯s position was likely to be 바카라사이트 brake it could put on staffing autonomy through immigration changes for European Union citizens, ra바카라사이트r than 바카라사이트 impact on research funding itself.

He added: ¡°As soon as you have immigration barriers it becomes very difficult?to play in 바카라사이트 top league of research, both for universities and for companies.

¡°I think 바카라사이트 big issue [from Brexit] will be much more about regulation around 바카라사이트 mobility of people than funding from European programmes. There is a [large] supply of people in academia but 바카라사이트 very, very good people are rare and 바카라사이트re is fierce competition for 바카라사이트m.?As soon as you get obstacles to hiring 바카라사이트m, for example because of nationality,?바카라사이트n¡­that is 바카라사이트 real issue for universities.¡±
