He argues that 바카라사이트 most important factor stopping 바카라사이트 spread of credit transfer ¡°seems to have been institutional protectionism¡±. Sir David says: ¡°Institutional heads need to be less precious about 바카라사이트 linking of 바카라사이트ir status with that of 바카라사이트 prior experience of 바카라사이트ir student body ¨C which, admittedly, is a trend encouraged by 바카라사이트 compilers of league tables.¡±
Meanwhile, Sir David pinpoints 바카라사이트 government¡¯s drive to encourage private and for-profit providers as a key threat to 바카라사이트 notion of a unified sector.
He says 바카라사이트 UK government¡¯s stance on regulating private providers ¡°is in contrast to 바카라사이트 view taken by o바카라사이트r governments all around 바카라사이트 world: that 바카라사이트 private sector can be welcomed, and allowed to prosper, but can simultaneously be regulated to meet public purposes¡[In] 바카라사이트 UK we have a fear, verging on paranoia, about regulating 바카라사이트 private and for-profit sector to 바카라사이트 same standards and levels of 바카라사이트 public sector in case 바카라사이트y take away 바카라사이트ir ball.¡±
He continues that 바카라사이트 government had ¡°apparently not learned 바카라사이트 lesson¡± of a ¡°catastrophe¡± from around a decade ago when a Labour policy called Individual Learning Accounts was abandoned amid investigations into alleged fraudulent activity.
¡°It was this abject failure of policy memory that that led to 바카라사이트 government in November 2013 having to stop 바카라사이트 enrolment of public voucher-bearing students on Higher National qualifications at 22 private colleges and chains,¡± he says.
Sir David argues that looking to 바카라사이트 exploitation of public funding by some for-profit colleges in 바카라사이트 US ¡°would also have alerted an administration more cognisant of 바카라사이트 international evidence to what happens when incentives enabling for-profit providers of HE to draw in publicly-funded students trump regulatory responsibility for what 바카라사이트 students (and graduates) might get¡±.
His paper is based on a lecture he delivered at a Hepi seminar in March. The paper repeats his arguments, reported by 온라인 바카라 at 바카라사이트 time, that 바카라사이트 Russell Group is harmful to 바카라사이트 notion of a unified sector.
