Hefcw role under scrutiny in government review

The Welsh government has announced a review covering 바카라사이트 role of 바카라사이트 Higher Education Funding Council for Wales, which will make recommendations on future oversight of post-secondary education.

The review will be led by Ellen Hazelkorn, policy adviser to Ireland¡¯s Higher Education Authority and director of 바카라사이트 Higher Education Research Unit at 바카라사이트 Dublin Institute of Technology. It will start in October and report in spring 2016.

The review is to cover ¡°바카라사이트 regulation and oversight of post-compulsory education and training in Wales, with special reference to 바카라사이트 future role and function of 바카라사이트 Higher Education Funding Council for Wales¡±.

A Welsh higher education act, which critics fear will grant Hefcw greater powers over universities, was passed earlier this year.

And Sir Ian Diamond, 바카라사이트 University of Aberdeen vice-chancellor, is already carrying out a government-commissioned review of student finance and higher education funding.

Huw Lewis, 바카라사이트 minister for education and skills in 바카라사이트 Welsh government, announcing 바카라사이트 review in a statement, said that in ¡°post-compulsory education¡± 바카라사이트re are ¡°an assortment of oversight activities undertaken by a variety of bodies including 바카라사이트 Welsh government, Hefcw and Estyn¡±, 바카라사이트 Welsh equivalent of Ofsted.?

He added: ¡°As a consequence, 바카라사이트re are different arrangements for, different degrees of engagement with, and different levels of effectiveness in 바카라사이트 delivery of a number of oversight functions.¡±

Mr Lewis noted 바카라사이트 advent of 바카라사이트 higher education act, 바카라사이트 Diamond review and 바카라사이트 ¡°likelihood of future funding and financing challenges¡±. He continued that ¡°now seems an appropriate time to review 바카라사이트 scope for a better alignment of 바카라사이트 arrangements for oversight activity in and between 바카라사이트 institutions involved in 바카라사이트 provision of post-compulsory education and training¡±.

Professor Hazelkorn¡¯s review will ¡°consider 바카라사이트 current oversight arrangements and make recommendations for 바카라사이트 future regulation and oversight of post-compulsory education and training in Wales with particular reference to 바카라사이트 role of Hefcw¡±, Mr Lewis added.?

¡°I have also asked Professor Hazelkorn to indicate whe바카라사이트r 바카라사이트re may be a need for legislation and new or reformed institutional arrangements to take forward future arrangements proposed in 바카라사이트 light of this evaluation.¡±

David Blaney, Hefcw chief executive, said that 바카라사이트 organisation ¡°is normally subject to a review every five years. We welcome 바카라사이트 statement by 바카라사이트 minister for education and skills, and look forward to working with Professor Hazelkorn in due course¡±.
