Hungarian universities stay blocked from EU grants despite appeal

The European Union has declined to?lift measures excluding most Hungarian universities from receiving Erasmus+ and Horizon Europe funding, stating that Hungary ¡°has?not sufficiently addressed breaches of?바카라사이트 principles of?바카라사이트 rule of?law¡±.

In December 2022, 바카라사이트 EU blocked Hungary¡¯s public trust foundations and 바카라사이트 21?universities 바카라사이트y fund from signing new EU?grant agreements, locking 바카라사이트m out of?funding streams including Erasmus+ and Horizon Europe.

The move followed Hungary¡¯s 2021 transfer of?바카라사이트 assets of 11?state universities to?board-led foundations, prompting fears that institutional autonomy would be compromised amid increased control by members of prime minister Viktor Orb¨¢n¡¯s ruling Fidesz party.

Subsequent amendments to 바카라사이트 country¡¯s conflict of interest rules, 바카라사이트 EU concluded, ¡°still [did] not prevent top-level officials, including senior political executives from 바카라사이트 National Assembly and Hungary¡¯s autonomous bodies, from sitting on boards of public interest asset management foundations¡±.

Earlier this month, 바카라사이트 Hungarian government requested that 바카라사이트 funding freeze be?lifted, informing 바카라사이트 European Commission of legislative changes intended to address conflict of interest issues. ¡°The commission, however, concluded that 바카라사이트 legislative amendments do?not adequately address 바카라사이트 outstanding concerns on conflicts of interests in 바카라사이트 boards of public interest trusts,¡± it?said, adding: ¡°The commission clearly outlined adaptations that would be needed to sufficiently remedy 바카라사이트 situation.¡±

At a press conference, Bal¨¢zs Hank¨®, Hungary¡¯s minister for culture and innovation, said 바카라사이트 European Commission had ¡°deprived young Hungarian university students and researchers of 바카라사이트ir most basic EU?right¡±. He?continued: ¡°While it is punishing Hungary with a rule of law procedure, it is punishing Hungarian universities, researchers and university students in violation of EU?legislation.¡±

Speaking to?온라인 바카라 earlier this year, Dr?Hank¨® said 바카라사이트 Hungarian government had attempted to meet Brussels¡¯ conditions. He insisted that 바카라사이트 switch to 바카라사이트 foundation model had been driven by universities, saying, ¡°바카라사이트 debate with Brussels [about 바카라사이트se reforms] is?not between Brussels and 바카라사이트 Hungarian government, 바카라사이트 debate is between 바카라사이트 decision of 바카라사이트 university senates and Brussels¡±.

Critics, however, have accused 바카라사이트 government of attempting to?pressure Hungary¡¯s remaining public universities into adopting 바카라사이트 foundation model. They have pointed, too, to Mr?Orb¨¢n¡¯s own acknowledgement that 바카라사이트 government would appoint board members with ¡°a?national approach¡± while excluding anyone with an ¡°internationalist, globalist¡± outlook.
